Job Description
West Travis County Public Utility Agency (WTCPUA) is seeking an experienced Procurement & Inventory Officer to lead and administer the Agency’s procurement, contract administration, and inventory management functions.

This position serves as the Agency’s subject matter expert and sole procurement professional, combining strategic oversight with hands-on administration. The Procurement & Inventory Officer will have the opportunity to build and strengthen Agency-wide procurement and inventory practices while supporting transparent, compliant, and fiscally responsible operations.

WTCPUA is a publicly owned, nonprofit utility providing water and wastewater services to communities in western Travis County and northern Hays County, Texas.

The Procurement & Inventory Officer is responsible for administering the full procurement lifecycle, overseeing the Agency’s inventory management program, administering contracts, and ensuring compliance with applicable federal, state, and local procurement requirements.

This position works across the Agency and with vendors, contractors, consultants, and other stakeholders to develop cost-effective, transparent, and compliant purchasing solutions. Although the position does not directly supervise employees, it provides functional leadership for procurement, contract administration, and inventory management activities.

Key Responsibilities Include:

Plan and administer procurements for goods, services, professional services, construction, capital improvements, technology, fleet, equipment, and operational supplies.

Develop and manage competitive solicitations, including RFQs, IFBs, RFPs, Requests for Qualifications, cooperative purchasing, and other authorized procurement methods.

Prepare solicitation documents, specifications, evaluation criteria, bid tabulations, contract award recommendations, and Board agenda materials.

Facilitate evaluation committees and promote fair, ethical, transparent, and compliant procurement practices.

Manage complex and high-value procurements and provide purchasing guidance to departments throughout the procurement lifecycle.

Develop and administer the Agency’s inventory management program, including inventory controls, replenishment practices, physical inventories, cycle counts, and process improvements.

Draft, negotiate, administer, and monitor contracts, amendments, renewals, and purchase agreements.

Monitor vendor performance, insurance compliance, contract renewals, and contract closeout.

Develop procurement and inventory policies, procedures, templates, internal controls, catalogs, and standardized workflows.

Administer procurement and inventory functions within the Agency’s ERP system.

Conduct market research, vendor evaluations, purchasing trend analysis, and strategic sourcing initiatives.

Serve as a procurement and inventory resource to Agency leadership and departments and provide training and guidance.

Monitor changes in procurement laws, regulations, and industry best practices.

Coordinate with Finance regarding inventory valuation, fixed assets, financial reporting, budgeting, and audits.

Prepare reports, analyses, presentations, procurement recommendations, and Board materials.

Required Qualifications

Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, Procurement, Finance, Accounting, Logistics, or a closely related field.

Five (5) years of progressively responsible experience in public procurement, purchasing, contract administration, inventory management, or supply chain management.

Experience managing competitive procurement processes, including solicitation development, proposal evaluation, contract award recommendations, and contract administration.

Experience developing or implementing procurement policies, procedures, internal controls, or organizational purchasing programs.

Experience managing vendor relationships, contract performance, and procurement compliance.

Experience with inventory management systems, inventory controls, warehouse operations, or supply chain processes.

Experience interpreting and applying applicable procurement laws, regulations, policies, and ethical standards.

Preferred Certifications

NIGP Certified Procurement Professional (NIGP-CPP) or Certified Public Procurement Officer (CPPO) certification.

CPPB, CTCD, CTCM, CPIM, and/or CSCP.
