THE POSITION
Under general direction, the Staff Services Analyst - Contract Services is responsible for supporting a wide range of activities related to the development, administration, and monitoring of County contracts. The position performs analytical, technical, and administrative work, including drafting and processing contract documents, conducting formal procurement activities, managing contract databases, generating reports, and tracking contract timelines. The Analyst compiles and interprets contract-related data, conducts research, and provides analysis on issues affecting contract compliance and service delivery. This role serves as a key liaison between department leadership, program managers, external providers, and partner agencies to support contract performance, problem-solve operational challenges, and ensure adherence to regulatory, fiscal, and documentation requirements. The Analyst also supports quality assurance activities, audit preparation, and the development of Board of Supervisors agenda items as needed.

Typical Tasks
- Draft, process, and finalize various contract types using County-approved templates.
- Coordinate formal procurement processes, including RFIs and RFPs.
- Create and maintain spreadsheets to document, track, and analyze contract activity.
- Track contract expirations, amendments, and renewals using department approved systems.
- Update and manage Microsoft Access databases; generate routine and ad-hoc reports.
- Compile, evaluate, and interpret contract-related data from multiple sources.
- Conduct research and provide analysis on issues affecting Contract Services.
- Present information clearly and effectively in written, verbal, and visual formats.
- Analyze and interpret complex written materials.
- Serve as liaison with department leaders, managers, and contract providers: monitor performance, track deliverables, schedule and lead meetings, and support problem-solving.
- Manage multiple priorities and overlapping deadlines in a fast-paced environment.
- Coordinate with program managers, finance, legal, and General Services Agency Purchasing Department to ensure contract compliance and timely execution.
- Communicate clearly and professionally with internal staff, external providers, and partner agencies.
- Motivate others and follow up on contract-related tasks and deadlines.
- Perform special projects and other duties as assigned.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)
KNOWLEDGE
- Administrative principles, practices, and office systems, including recordkeeping, document management, workflow coordination, and standard business terminology.
- Structure and usage of the English language, including grammar, composition, formatting, and proofreading techniques.
- Laws, regulations, policies, and procedures governing public-sector procurement, contract development, and contract administration, including local, state, and federal requirements relevant to human services and behavioral health contracting.
- Legal terminology commonly used in contracts, MOUs, service agreements, and procurement documents.
- Principles of contract development, including scopes of work, deliverables, compensation structures, rate calculations, amendments, renewals, and performance measures.
- Methods and practices for conducting and supporting formal procurement processes, including RFIs, RFPs, bid solicitations, proposal review, and contract award recommendations.
- Basic operational, financial, and cost-analysis concepts, including budgets, rate development, payment terms, cost components, and fiscal accountability requirements.
- Principles of quality assurance, compliance monitoring, audit preparation, and documentation review related to contract performance.
- Data collection, analytical methods, and techniques for interpreting records, statistics, spreadsheets, and contract-related data.
- Computer systems and software applications, including Microsoft Word, Excel, Access, Outlook, Adobe Pro, Adobe Sign, and department-approved databases or contract-tracking systems.
- Behavioral health program structures, funding sources, and regulatory frameworks (e.g., DHCS, CMS, Medi-Cal), as applicable to contract development and oversight.
- Practices for effective customer and personal service, including assessing needs, evaluating service quality, and supporting internal and external partners.
SKILLS/ABILITIES
- Ability to incorporate new information, laws, policies, and system updates into ongoing decision-making and problem-solving.
- Skill in gathering information, asking clarifying questions, and understanding the perspectives of program staff, providers, and stakeholders.
- Ability to use logic and reasoning to evaluate contract issues, identify inconsistencies, compare alternatives, and develop sound recommendations.
- Skill in assessing contract performance, tracking deliverables, and identifying areas requiring corrective action.
- Read, interpret, and apply complex written materials such as contracts, regulations, procurement requirements, technical documents, and policies.
- Write clearly, concisely, and professionally in drafting contracts, reports, correspondence, agenda items, and analytical summaries; skill in written expression and written comprehension.
- Communicate effectively in verbal settings, including meetings, presentations, provider discussions, and collaborative problem-solving; strong oral expression and oral comprehension.
- Analyze financial data, cost structures, budgets, spreadsheets, and performance metrics to support procurement decisions and compliance monitoring.
- Use spreadsheets, databases, and contract-tracking systems to organize data, manage timelines, generate reports, and support operational workflows.
- Manage time effectively, prioritize competing deadlines, and maintain accuracy while working in a fast-paced or changing environment.
- Establish and maintain positive working relationships with staff, leadership, external providers, auditors, and partner agencies; ability to motivate and follow up on contract-related tasks.
- Identify issues, research possible solutions, and provide recommendations related to contract compliance, service delivery challenges, and documentation needs.
- Adapt to regulatory changes, procurement requirements, system updates, and shifting departmental priorities.
- Maintain confidentiality, handle sensitive information appropriately, and comply with County standards.

EDUCATION/EXPERIENCE
- Completion of thirty (30) college semester units in Public Administration, Business Administration, Economics or a closely related field; AND
- Two (2) years of experience in performing highly complex administrative responsibilities, analyzing and drafting documents, or working with contracts, grants, and/or leases; OR
- Two (2) years of experience comparable to the position of Staff Services Technician.
Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis.

EXAMINATION PROCESS
Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.
- Application Review and Screening. Applications are carefully screened based on information provided. Those who submit incomplete applications that lack relevant qualifications or do not submit all required documents will not be invited to move on.
- Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
- Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
- Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months but may be extended up to eighteen months.

CLASSIFICATION INFORMATION
Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid-Management/Supervisory bargaining unit for labor relations purposes.

Note: The eligible list generated from this recruitment may be used to fill future extra-help, part-time and full-time vacancies throughout Stanislaus County.
Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).
