The Contra Costa Health Services Behavioral Health Division, in partnership with consumers, families, staff, and community-based agencies, provides welcoming and integrated services for mental health, substance abuse, and other needs that promote wellness, recovery, and resiliency while respecting the complexity and diversity of the people we serve.

Behavioral Health currently has six (6) vacancies for Planner/Evaluator-Level B. However, this classification is used throughout the County in various departments. In this position, incumbents conduct in-depth analysis of department programs and systems and present findings and/or recommendations. They play a vital role in maintaining and monitoring program quality.

The eligible list established from this recruitment may remain in effect for six months.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

License Required: Candidates must possess a valid California motor vehicle operator’s license. Out of state valid motor vehicle operator’s license will be accepted during the application process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major in social science/policy, behavioral science, public health, criminal justice, mathematics, business intelligence, information sciences, or a closely related field.

Experience: Two (2) years of full-time (or its equivalent) experience performing program planning or evaluation work in a non-profit, government agency, or private sector.

Substitution for required academic major: One (1) year of additional full-time (or its equivalent) experience performing program planning or evaluation work in a non-profit, government agency, or private sector may be substituted for the required academic major.

Substitution for experience: Possession of a Master's degree from an accredited college or university with a major in social science/policy, behavioral science, public health, criminal justice, mathematics, business intelligence, information sciences, or a closely related human services field may be substituted for one (1) year of the required experience.

Selection Process

Application Filing and Evaluation: All applicants must apply online at www.cccounty.us/hr and submit the information as indicated on the job announcement and supplemental questionnaire by the final filing date. Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination. Online Virtual Interview: Candidates who clearly demonstrate that they possess the minimum qualifications will be invited to participate in an online virtual interview. Candidates must achieve an average overall passing score of 70% of higher to move forward in the selection process. The assessment will measure candidates' competencies as they relate to the job. These may include, but are not limited to: Attention to Detail, Writing, Critical Thinking, Oral Communication, Adaptability, Analyzing and Interpreting Data, Innovative Problem Solving, and Professional and Technical Expertise. (Weighted 100%)Final Selection Interviews: These will be scheduled by the department once the eligible list is established.
The Online Oral Assessment is tentatively scheduled to take place via computer (remotely) in the last week of April 2026

CONVICTION HISTORY

DISASTER SERVICE WORKER

All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
