Maintenance Technician I: $54,705 - $73,324 annually

Maintenance Technician II: $59,849 - $80,218 annually

The City of Elk Grove Public Works Department is currently looking for a skilled individual to join the Operations & Maintenance Division! The City is seeking a candidate with experience in drainage system cleaning and maintenance. The ideal candidate has experience working outdoors in all weather conditions performing manual labor, operating equipment, or performing technical repairs in drainage maintenance and storm drain systems.

Representative Duties

DEFINITION

Under immediate (Maintenance Technician I) to general (Maintenance Technician II) supervision, constructs, modifies, maintains, and repairs public works infrastructure and facilities including streets, sidewalks, landscapes, gutters, traffic signal and control devices, storm water and drainage systems and pump stations; performs a variety of manual labor and general maintenance work in support of the Public Works Department; operates and maintains hand and power tools and light to heavy duty vehicles and equipment; performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate (Maintenance Technician I) to general (Maintenance Technician II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Maintenance Technician I: This is the entry level classification in the Maintenance Technician series. Initially under close supervision, incumbents learn and perform routine maintenance duties in assigned areas. As experience is gained, assignments become more varied, complex, and difficult. Close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of positions at the II-level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Maintenance Technician II: This is the journey level classification in the Maintenance Technician series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Maintenance Specialist in that the latter performs more complex work in a specific area of assignment area requiring a specialized skillset and, for some assignments, possession, and maintenance of technical certifications.

Positions in the Maintenance Technician class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level upon management approval, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class, subject to budgetary funds.

Some duties, knowledge, skills, and abilities may be performed/exercised in a learning capacity for entry-level (I-level) positions.

• Performs semi-skilled to skilled maintenance duties related to areas of assignment including streets, sidewalks, storm water and drainage systems, gutters, traffic signal and control devices, and pump station and other facilities.
• Breaks and removes pavements; digs, shovels, hauls, and loads soils, gravel, cement, asphalt mixes and other materials; sweeps and shovels debris and litter and prepares surfaces for pavement, patching, crack sealing and/or other asphalt and concrete repairs.
• Operates and performs minor maintenance on motorized equipment, such as dump trucks, bucket trucks, man lifts, and scissor trucks, and power and hand tools such as jackhammers, skid steers, shovels, and tampers; inspects equipment and tools and reports maintenance as required.
• Inspects, operates, maintains, and repairs storm collection systems, mains, laterals, catch basins, manholes, pump stations and related structures; cleans and removes debris and replaces drains as needed.
• Perform brush clearance, tree removal and weed control work using tractor mowers and hand tools; trims, plants, irrigates, and maintains City landscaping, open spaces, and trees.?
• Performs removal, assembly, painting and installation of traffic signs and markings and traffic signal and streetlighting equipment and infrastructure.
• Maintains public facilities which may include shop and garage areas, storage sites, water features and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
• Performs inventory control of maintenance equipment, parts and materials; assists in purchasing of supplies needed to maintain adequate inventory.
• Assists in the monitoring of contractors working within the area of assignment to ensure the work is appropriately performed.
• Observes safe work methods and makes appropriate use of related safety equipment as required.
• Inspects assigned City infrastructure for safety issues, structural integrity, and possible future work projects and programs, and appropriately marks areas that need to be repaired.
• Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the public and City workers.
• Maintains accurate logs and records of work performed and materials and equipment used.
• Performs related duties as assigned.

Qualifications

QUALIFICATIONS

Knowledge of:

• Principles, practices, tools, and materials for maintaining and repairing streets, roadways, traffic medians, storm water and drainage systems, and other City facilities and landscaped areas.
• Traffic control procedures and traffic sign regulations.
• Operation and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment.
• Operational characteristics of construction maintenance and repair equipment.
• Principles and procedures of record keeping.
• Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
• Occupational hazards and safety standards related to conducting maintenance and repair work, including driving rules and practices and the handling of hazardous chemicals.
• City and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, contractors, and City staff.

Ability to:

• Perform construction, modification, maintenance, and repair of streets, traffic signs and markings, sidewalks, traffic medians, storm water and drainage systems, and other City facilities, infrastructures, and landscaped areas.
• Operate motorized equipment, and other specialized public works equipment and tools skillfully and safely, including preventative maintenance, cleaning, minor repairs, and adjustments to equipment.
• Set up and operate traffic area construction zones, including cones, barricades, and flagging.
  • Maintain accurate logs and records of work performed.
  • Communicate clearly and concisely in the English language at a level necessary for successful job performance.
• Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.

Education and Experience:

• Maintenance Technician I/II: Equivalent to the completion of twelfth (12 th ) grade.

• Maintenance Technician I: One (1) year experience performing general labor in a construction environment.

• Maintenance Technician II: Three (3) years increasingly responsible experience performing field maintenance or construction duties or two (2) years’ experience performing work equivalent to a Maintenance Technician I in the City of Elk Grove.

Licenses and Certifications:

• Possession of, or ability to obtain by the time of appointment an appropriate, valid California driver’s license.
• Ability to obtain an International Municipal Signal Association (IMSA) Work Zone Temporary Traffic Control certificate within one (1) year of appointment.
• Ability to obtain a Class A driver’s license with special endorsements within one (1) year of appointment

Retired Annuitants:

This is a regular full-time position. Retired Annuitants are not eligible for appointment to this position under Government Code Sections 7522.56, 21224, 21227, and 21229. Retired CalPERS members may apply only if they are planning to voluntarily reinstate from retirement.

Physical Demands and Work Environment

PHYSICAL DEMANDS

Must possess mobility to work in the field; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; strength, stamina, and mobility to perform medium to heavy physical work, to work in confining spaces and around machines; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate the above-mentioned tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment and assistance from other staff. The work requires wear and use of proper Personal Protective Equipment (PPE) and may require entry into confined spaces and the use of confined entry equipment. ENVIRONMENTAL CONDITIONS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.
