Job Summary

About the Position:

Engineering Technician ->Starting Salary -Range 13, $21.09

Engineering Technician Senior -> Starting Salary - Range 14, $22.15

Engineering Technician Specialist-> Starting Salary -Range 16, $24.42

This position involves both office and field work. The employee will regularly interact with the public at the front counter, in the field, and over the phone. Some travel is required for training sessions and to conduct inspections in rural areas.

Working Conditions

• Occasional lifting of objects up to 50 pounds.
• Ability to erect and climb ladders and work using them at heights of up fifteen (15) feet above ground.
• Exposure to RF emissions and low voltage DC equipment.
• Exposure to chemicals, infectious materials, methane emissions and other hazardous or disagreeable elements such as leachate, solid waste, heavy metals, sewage, septage, dust and industrial waste.
• Exposure to varying weather conditions including extreme hot and cold temperatures and high winds depending upon location of inspection site, isolated, remote areas.

Essential Job Functions

• Inspects, evaluates, and renders decisions of compliance or violation on various types of onsite wastewater systems and related infrastructure for adherence to environmental laws, rules and regulations as set by State of Arizona.
• Reviews construction plans and specifications for various types of onsite wastewater systems situated on public establishments and or private property owners for compliance to environmental rules and regulations as set by State of Arizona.
• Investigates, responds, and resolves citizen's complaints involving potential or possible environmental and public health problems as they relate to onsite wastewater systems.
• Coordinates inspection activities with other County departments and governmental agencies.
• Secures compliance with pertinent regulations by promotion, education and enforcement of environmental quality and health rules and regulations as set by State of Arizona.
• Prepares reports, maintains records and issues environmental quality related violation or closure notices, orders and citations as prescribed under Mohave County delegation agreement with the Arizona Department of Environmental Quality.
• Communicates and acts in a professional manner with the public, co-workers, and work contacts.
• Testifying in court proceedings related to compliance and enforcement actions.
• Reviews for approval onsite wastewater permit plans for conformance to Arizona Revised Statutes, Arizona Administrative Code and Arizona Department of Environmental Quality delegation provisions.
• Performs inspections of constructed septic systems for compliance with plans.
• Witnessing of soil testing for wastewater treatment systems.
• May lead special projects or programs including assisting with development of policies and procedures, training and/or supervision for assigned staff.
• Guides, trains, reviews the work of, and oversees less experienced Engineering Technicians or others as assigned in learning, performing and completing job tasks which include, but not limited to, Water and Wastewater System review and comment, Landfill Environmental Report Development review and comment, outreach strategies and implementation, development of resolutions and or IGA’s related Water and Wastewater Systems and grant projects, engineering calculations, grant reporting, research, etc. Reviews work for accuracy and compliance to established procedures.
• Completes complex reports, planning documents & presentations and assists with implementation of special studies and projects with minimum supervision.
• Calculates effluent design flows and advises wastewater customers relative to design criteria, checks calculations of engineering technicians.
• Performs related work as required such as land fill inspections, abatement inspection supervision, coordinated ERACE activities, assisting with household hazardous collection events.
• Performs special assignments as requested. This may include preventative maintenance on landfill weather stations, monitoring well site infrastructure inspections, telemetry and landfill mapping and compaction monitoring.
• GIS mapping and data collection for onsite wastewater systems.
• Provides assistance with permitting applications. Entering and reviewing digital permit submissions.

Minimum Qualifications

Engineering Technician:

• High School diploma/GED (General Education Degree)
• Three (3) or more years of technical civil engineering experience; high school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in civil engineering principles and techniques. One of the three years of experience in any of the following:
  • One (1) year of experience in performing environmental quality related inspections.
  • One (1) year of code enforcement experience directly related to environmental compliance and enforcement duties and functions.
  • One (1) year of infrastructure inspection field experience. Relevant work experience is that performed in the construction of public infrastructure (e.g., roadways, highways, utilities, bridges, dams), facilities (e.g., pump stations, treatment plants, water storage facilities), or other types of construction work and materials to ensure compliance with plans and specifications.
    • Current certifications from any one of the following organizations along with one (1) year of experience may be considered for meeting the minimum qualifications:
      • Certificates by the National Association of Wastewater Technicians
      • Certificates from University of Arizona Training:
      • Intro to Design of Onsite Wastewater Treatment Systems
      • Advanced Design of Onsite Wastewater Treatment Systems
      • Soil & Site Evaluation for Onsite Wastewater Systems
      • State (DOT) Department of Transportation construction inspection training certificates
      • (APWA) American Public Works certificated programs.
      • (NICET) National Institute for Certification for Engineering Technologies
      • American Concrete Institute (ACI)
      • Soil Science Society of America (SSSA)

• OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

Preferred Qualifications

• American Public Works Association (APWA) Certified Public Infrastructure Inspector or equivalent.

Engineering Technician Senior:

• High School diploma/GED (General Education Degree)
• High school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in civil engineering principles and techniques.
• Five (5) years of technical civil engineering experience to include one of the following:
  • Completion of thirty semester hours of credit in the natural sciences at an accredited college or university and one (1) year experience in performing environmental health inspections in the areas of food service and business establishments, wastewater, and septic systems, swimming pools, lodging accommodations and trailer parks
  • Two (2) years of code enforcement experience directly related to environmental compliance and enforcement duties and functions.
• OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

Preferred Qualifications

• An Associate (A.A.S) of Science Degree in Basic Sciences, i.e., Biology, Chemistry, Environmental Science and Engineering.
• American Public Works Association (APWA) Certified Public Infrastructure Inspector or equivalent.
• Manager of Landfill Operations (MOLO) certification by Solid Waste Association of North America (SWANA)
• An equivalent combination of relevant environmental related compliance and enforcement education and experience, applicable law enforcement experience (i.e., EPA, AZ AG office, BLM, AZ Fish and Game, Bureau of Reclamation and U.S. Forestry Service agencies) and training may be considered in meeting the minimum qualifications.

Engineering Technician Specialist:

• High School diploma/GED (General Education Degree)

  • Completion of five (5) years of employment as an Environmental Technician in a recognized public agency or in a private industry position directly related to environmental quality.
