*Salary range for this classification will increase 5% on each of the following dates: 1/1/2027, 1/1/2028, 1/1/2029* POSITION Under direction, manages and oversees the Code Enforcement Division and supports community beautification by enforcing property, maintenance, and zoning codes to eliminate health and safety hazards.

TASKS - Trains and manages staff engaged in code enforcement activities and promotes the City's property value and general welfare by enforcing the City's Municipal Code and Health & Safety Codes;
- Plans, coordinates, assigns, and supervises inspection activities;
- Reviews and approves notices or citations prepared by subordinate staff;
- Meet with representatives of the community to explain functions, policies, and operations, and to mediate/resolve conflicts and respond to questions, clarify procedures and regulations;
- Determines the ability to enforce violations and course of action;
- Performs field inspections; contacts property owners, departments, and other agencies to discuss code violations and compliance with Municipal Codes;
- Conducts hearings for noncompliance of property maintenance violations;
- Prepares, administers, and monitors the Division's budget, staff reports, requisitions, and recommends a selection of purchases for supplies and materials;
- Monitors and reviews progress, efficiency, and quality of work activities to evaluate staff performance;
- Prepare agenda reports and make presentations to City Council and community groups.
QUALIFICATIONS Certification or an Associate's Degree in Community Development, Urban Planning, or Code Enforcement,
AND five (5) years of enforcing municipal or zoning codes with at least two years in a lead capacity. Must possess at the time of application and maintain a valid California Driver's License.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS - Knowledgeable of field investigation methods and procedures, city ordinances, departmental rules, and regulations, local, state, federal Zoning, Health & Safety Codes and regulations, budgeting and purchasing techniques and procedures, Property owner rights, property descriptions, assessor's map systems; Principles and practices of code enforcement; safe working practices and procedures, and conflict resolutions best practices and techniques;
- Skilled in independently problem-solving day-to-day issues or concerns, interpreting pertinent laws, ordinances, rules, and regulations; communicating and exercising sound judgment in evaluating situations; maintaining detailed and documenting observations and preparing clear and concise written reports, notices, and other correspondences;
- Ability to analyze and prepare clear, concise, and accurate reports; interpret, apply, and explain applicable codes, regulations, and policies; identify and analyze administrative problems to implement operational changes; develop and maintain cooperative working relationships with staff and customers; train, supervise, delegate, and evaluate work of assigned staff;
- Proficient in using work-related computer applications, including e-mail, word processing, spreadsheets, databases, the internet, and other electronic devices to perform essential job duties.
THE SELECTION PROCESS Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year.
