Description

Vacancy is in the Department of Health and Human Services. Under general supervision, updates and continually develops the comprehensive "all-hazards" public health emergency response plan for the department. Participates in established municipal emergency planning committees and lends support to the process. Develops plans for coordinating local responses to major health threats. Participates in the coordination, development and implementation of disaster exercises. Provides assistance in the coordination of public health services including surveys and epidemiological studies. Plans and implements preparedness activities focused on the Fifteen Public Health Emergency Preparedness and Response Capabilities for the City of Hartford. Reports to the Director of Health and is responsible for a full range of preparedness activities (e.g., plan development, training, communications, drills, and volunteer coordination) to prepare the city for response to public health emergencies, including both natural and manmade disasters. Works in collaboration with Hartford's Fire Chief, serves as the Director of Emergency Management for the City, and other departments (i.e., DDS, DPW, and DCFY), and other Local/District Health Departments, Regions, or State. A ssists in the preparation and administration of surveys, and other educational materials; and will be part of epidemiological studies. R esponsible of implementation of mass vaccinations and the point of dispensation (POD) of drugs when necessary. Recruits lay and medical volunteers to assist with local and regional responses to public health emergencies. Organizes and/or provides training for various roles during the response. Attends state and federal bioterrorism preparedness ( e.g., virus, bacteria), natural disasters (e.g., hurricanes, floods), wartime, or technological (e.g., nuclear power plant emergencies or hazardous) and emergency response planning meetings and trainings as directed. Prepares contract deliverables and other reports as directed.

This is a grant-funded position, renewable per term of contract. The City of Hartford is not obligated to fund this position upon termination of funding.

This is a CHPEA union position. The hours of work for this position are 40 per week.

Physical Demands and Working Conditions
Work is performed in an office environment and in various community settings with travel between sites. Work may be performed outside of normal business hours to respond to emergency situations. May be exposed to body fluids, hazardous wastes material, toxins, and/or poisonous substances.

Qualifications

Open to all qualified applicants who meet the following qualifications:

Bachelor's degree from an accredited college or university with a major in public health, environmental health, biological sciences, or a closely related field and two (2) years of experience in the field of emergency management, epidemiology, infectious disease, or public health.

Must possess and maintain a valid driver's license.

A COPY OF YOUR DRIVER'S LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
