Director of Child Development Center/Foster Care Education/Independent Living
Description
BASIC FUNCTION : Perform a variety of management and instructional duties for implementing the Child Development Centers, Foster Care Education and Independent Living Programs. Essential Duties Summary
REQUIRED ESSENTIAL DUTIES : • Administer licensing regulations, funding terms and conditions for variety of funding sources.
• Administer reporting and accounting for multiple programs and sites. Adhere to policies and procedures governing budgets and work authorization; implement necessary corrective action to keep costs and schedules in line with budgets or program requirements.
• Conduct ongoing program and curriculum evaluation in accordance with funding terms and conditions.
• Represent Child Development, Foster Care Education and Independent Living with other agencies such as Child Protective Services, Local Child Care Planning councils, County Functional groups, Director forums, and other related programs within the district.
• Attend the Project Directors and Coordinators regional and statewide meetings and trainings.
• Convene a minimum of four Advisor Board meetings each year.
• Work in collaboration for training needs with three counties: Yuba, Sutter and Colusa.
• Responsible for obtaining current information concerning future funding sources and program changes in state and local communities.
• Plan, organize, assign, review, and evaluate the work of professional and volunteer staff involved in Foster Care Education and Independent Living and Child Development Services to student and community.
• Develop curriculum and courses for the Child Development program and Foster Care Education and Independent Living.
• Comply with current state, federal, and local regulations relating to Child Development programs/Foster Care Education and Independent Living operations, including funding terms and conditions. Participate and report state program evaluation requirements for each site and program annually.
• Facilitates staff development and training, and local and district staff meetings, and district parent education programs.
• Conduct education/training with specified goals and objectives and maintain flexibility to meet the needs of participants. Foster Care Education and Independent Living.
• Develop and maintain a certificate program.
KNOWLEDGE OF: • Regulation and practices of quality Child Development Programs services, Foster Care Licensing, and Independent Living Education programs and services, with special reference to organization, personnel management, and budgetary preparation and control.
• District and college operations, policies and regulations.
• Principles and practices of school governmental accounting including auditing, budgeting, and fiscal control principles and procedures.
• County and State laws, regulations, reporting requirements for various funds and programs relating to school districts.
• Current office methods, forms and equipment. Principles of supervision and training.
• Writing and managing of grants.
ABILITY TO: • Analyze, interpret, and prepare financial statements and reports.
• Determine department priorities and develop policies, procedures, plans, and goals.
• Develop and implement new methods and procedures.
• Effectively represent the district in a variety of matters with other agencies.
• Select, train, supervise and evaluate the work of staff.
• Prepare clear and concise correspondence and reports.
• Establish priorities and perform task in a timely manner.
• Establish and maintain cooperative and effective working relationships with others.
• Communicate effectively both orally and in writing. Required Qualifications
EDUCATION AND EXPERIENCE : Any combination equivalent to:
• Master’s Degree in ECE /Child Development or related field; AND three years of experience as a director or site supervisor of child development programs or five years’ experience teaching in child development programs, 3 years of experience managing a program including; budgets and grant proposals.
• Bachelor Degree in ECE /Child Development to include 24 core courses; six units of which include administration, two units of adult supervision and three units supervised field experience in an ECE setting; teaching in child development programs minimum ten years; AND minimum three years of experience as a director or site supervisor of child development programs including; budgets and grant proposals.
• Renewal 105 hours of professional growth every five years.
• Authorization: Supervise multiple sites; provide staff development training, and parent education training.
LICENSES AND OTHER REQUIREMENTS : • Upon completion of Education Requirement Current Child Development Permit at the Program Director Level. Valid Driver’s License.
• California Child Care Provider Health & Safety Certificate.
ENVIRONMENT :
• Large, Self-contained children’s center environment. Typical office environment.
• Subject to driving to a variety of locations to conduct District Business. Diverse Training Location Desired/Preferred Qualifications Physical Demands
PHYSICAL ABILITIES : • Driving a vehicle to conduct work.
• Hearing and speaking to exchange information and make presentations. Lifting children and moderately heavy objects. Range/Step Range 30, Management Salary Schedule Salary Range $103,997 - $139,861 Annual (Step 1-9) Placement will be based on both the candidate's years of experience and educational qualifications.
