Description

This position is to responsible for managing the County Geographic Information System (GIS); create, acquire, document, and disseminate geographic information and land records; modernize and streamline land records and GIS; and develop efficiencies and data standards. This position serves as the primary contact for the land division and Agricultural Preservation Covenant sections of the county Land Use Ordinance. This position manages and maintains 911 address and road centerline data and serves as the county MSAG coordinator. This position also coordinates land records projects with staff and stakeholders, is part of the county Land Information Council, and assists with preparation/reporting for funds/budget items associated with Land Information projects.

Manage the Geographic Information System: Develop, implement, maintain, support, and test the county’s Geographical Information System. Create and obtain data, establish schema, and distribute data via internet, digital transfer, and/or printed copy. Research and integrat diverse data sources. Provide technical assistance and mapping support for other GIS users. Identify, analyze, troubleshoot, recommend modifications, and resolve GIS technology issues. Serve as primary contact with GIS website vendor.Provide technical assistance to customers and staff regarding land division processes and procedures. Review submitted documents for compliance with property listing, county land use ordinance, and statutory land division standards. Coordinate approval and recording of documents.Provide technical assistance to landowners and staff regarding dwelling density standards in the A-1 zoning district, section 17.28(3)(a) of the Land Use Ordinance. Prepare and coordinate completion of Agricultural Preservation Covenant documents. File, index, and incorporate Covenant information into department database, files, and GIS.Create and update GIS data for 911 implementation and dispatch mapping applications along with associated databases and systems of vendors and the state. Assimilate data into required schemas, submit and coordinate updates, attend training and participate in implementation meetings. Update county MSAG and ensure compatibility of GIS data.Assist with rural address assignment and integrate new numbers into assessment and GIS systems. Coordinate with city and village staff regarding property address assignment and/or issues. Maintain address maps.Coordinate with Property Lister regarding land division and legal description matters.Coordinate with County Surveyor regarding survey documents and standards. Integrate survey information into indexing, assessment, and GIS systems. 8. Develop land records projects and standards. Provides oversight as required.
9. Assist with development of policies regarding land records. Administer document imaging system data for department and coordinate updates.
10. Other duties as assigned.
