Description
Under the direction of the GIS Coordinator, employee is responsible for creation and maintenance of GIS data as well as fulfilling map and data requests from City departments. This position requires extensive knowledge and ability to perform a diverse array of complex GIS related work. Position requires an employee to be flexible, be able to multitask, think intuitively, and possess troubleshooting ability. Employee must be well versed in ESRI products and be able to work with GIS data effectively. An employee in this position should require minimal supervision and be able to use initiative and good work ethic to accomplish assigned tasks.
Roles and Responsibilities:
- Analyzes information gathered to coordinate and/or plan Geographic Information System integrations and deployments. Creates and maintains databases, database schemas, layers, and attributes. This position requires working with many departments in the City of Weatherford as well as the public and other Municipalities. Multiple Agency coordination is required among different Public Safety entities.
- Studies, designs, develops, and implements GIS systems, databases, and programs. Edits, delivers, and supports main GIS, SDE, SQL databases and related datasets, feature classes, and layers.
- Creates and updates GIS Data for mobile applications to serve both internal and external users.
- Coordinates and works with Public Safety agencies to incorporate appropriate GIS and response related data into GIS system. Provide GIS maps and data to external agencies as needed.
- Maintains and oversees citywide GIS databases, GIS servers, GIS systems, and other electronic systems.
- Types, edits, revises, and distributes notification of projects being performed by City Departments to City staff.
- Works closely with end users to identify GIS requirements, technical issues and training needs; analyzes current business processes and recommends best practice solutions; constructs information technology definitions based on identified needs of the organization.
- Analyzes requests for a variety of new applications, programs and modifications to existing GIS programs; analyzes and documents user work processes and systems functionality requirements; evaluates current GIS system functions, procedures and capabilities to determine if improved methods are possible; develops and presents proposals for new approaches and options to meet user needs; participates on software selection and implementation teams, including software evaluation, requirements gathering, work flow analysis and system implementation, testing and training.
- Analyzes, troubleshoots and resolves GIS applications problems; communicates with internal and external technical resources to resolve end user issues; provides guidance to users on methods for correcting reported problems.
- Conducts end user applications training classes; develops training materials and manuals; responds to and resolves user inquiries; develops and maintains user documentation. Develop necessary extraction programs, transfer rules, update rules if necessary using SQL code. Develop standard and custom reports, as specified by staff requirements.
QualificationsAbove knowledge and skill may be gained by successfully completing a course of study in GIS in a technical or trade school above the high school level AND three years responsible experience with GIS mapping standards and CAD systems OR an Associates Degree in a related field OR by any combination of training and experience leading to the described level of knowledge and skill. Must have valid Texas Driver’s License and driving record must meet or surpass guidelines as set forth by the City.
