DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Managing Engineer will be responsible for the day-to-day operations within the Facilities Delivery Line of Capital Projects. Under the guidance of the Deputy Director and Assistant Director and in collaboration with other departmental stakeholders, the Managing Engineer will be responsible for delivering the city's Capital Improvement Plan in four major program areas (water, wastewater, transportation and drainage). The successful applicant will have a good understanding of the operations and major functions of municipal infrastructure. The Managing Engineer will deal extensively and work closely with representatives internal and external to the Department and City ensuring successful deliver of capital projects and will be very involved in finding solutions to complex issues involving a wide variety of variables and stakeholder groups. Additionally, the successful applicant will possess critical thinking, professional judgment, leadership, management and negotiation skills, customer service excellence, and knowledge of fiscal issues and technical competency.

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. May require walking on rough surfaces during on-site inspections and investigations.

This is a Houston Public Works Emergency Management position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;

OR

Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundaments of engineering examination prescribed by the Board.

EXPERIENCE REQUIREMENTS
Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.

Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.

LICENSE REQUIREMENTS

Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.

Engineers from out-of-state

must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;

AND

obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

Preference will be given to applicants with the following:
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
