THE COMMUNITY

CITY GOVERNMENT
Long Beach is a full-service Charter City governed by nine City Council members who are elected by district and a Mayor that is elected at-large. Elected officials also include the City Attorney, City Auditor, and City Prosecutor. The Council Members and the Mayor are subject to a three-term limit. The City Council appoints a City Manager and a City Clerk. The City Manager is responsible for the administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is a full-service City providing all traditional public services. Long Beach also maintains one of the world's busiest seaports, which serves as a leading gateway for international trade. The City also has its own full-service commercial airport, an Energy Resources (gas and oil) Department, Water Department, and is one of only three cities in California with its own Health Department. Long Beach is supported by a total FY 2026 budget of approximately $3.72 billion, with the General Fund budget totaling $760 million. Nearly 6,000 full and part-time employees support municipal operations with the majority being represented by eleven employee associations.

THE DEPARTMENT
In FY 2026, The City Manager's Office manages a budget of $26.6 million and 70.54 full-time equivalents. The mission of the City Manager Department is to implement programs in accordance with City Council policies, the City Charter and Municipal Code, while providing organizational leadership for effective delivery of services to the community. Focus areas and programs include City Council support; Executive Management; Public Information & Communications; Intergovernmental Affairs; Global Engagement & Protocols; Arts & Culture Support; Cannabis Oversight; the City’s Equity initiatives; Homeless Strategy & Partnerships; Special Events & Filming; and Sustainability & Climate Change.

THE POSITION
The Citywide ADA Coordinator (Program Specialist) is an at-will, non-management-level position ,that reports to the Equity Officer. This position will plan, direct, coordinate and implement administrative and operational policies, practices and procedures for compliance with Title II of the Americans with Disabilities Act of 1990 (ADA), California Building Code Title 24, Title VI of the Civil Rights Act of 1964, and other applicable federal, state and local accessibility laws and policies, on a citywide basis. This position exercises indirect management over contractors and professional and technical City personnel, depending on the project.

EXAMPLES OF DUTIES

• Responding to customer requests for information, referral, or disability-related accommodations; developing and disseminating brochures and information for public awareness of requirements of relevant City, State, and Federal laws and creating marketing campaigns to publicize the City’s ADA programs and resources.
  
• Leading the City’s efforts in implementing the updated transition plan for the public rights of way. Facilitating interdepartmental communication between City Manager, Public Works, City Attorney, and Human Resources and serving as the Point of Contact for the public on ADA issues.
  
• Maintain accurate, confidential ADA case files and centralized tracking systems to monitor constituent and employee requests, monitor timelines, and outcomes.
  
• Preparing and/or reviewing comprehensive analytical reports for the City Manager, City Council, or commissions concerning structural access.
  
• Working closely with City Management and other public and private groups to interpret City policies and procedures related to accessibility; providing technical assistance to City staff through education and training sessions.
  
• Acting in the capacity of the staff liaison to the Citizens Advisory Commission on Disabilities (CACOD); serving as the City expert on ADA and Title 24 issues; working with community groups to resolve complaints and concerns.
  
• Tracking, monitoring, communicating, and closing out ADA requests in partnership with Public Works Staff.
  
• Developing and administering the annual budget for program operations; coordinating and maintaining document files. Updating and maintaining the City’s Title VI program; working with the Airport Department, the Harbor Department, and the Department of Public Works to ensure compliance with Title VI requirements as outlined by the Department of Transportation.
  
• Developing, implementing, and applying ADA policies, procedures, and best practices for the City of Long Beach Departments.
  
• Performing other duties as assigned.
  

REQUIREMENTS TO FILE

EDUCATION

• Possess a Bachelor's degree from an accredited college or university in Architecture, Planning, Public Administration, Business Administration or a related field.

EXPERIENCE

• Three (3) years of full-time, equivalent, paid, professional experience working in disability programs management.

DESIRABLES

• A Master's Degree.
• ADA coordinator certification at the time of appointment or within one year of appointment.
• Certified Access Specialist (CAS) certification.

• Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% @55 for "Classic" members and 2%@62 for new members as defined by PEPRA. Subject to employee contribution. Both the City and the employee contributes toward CalPERS retirement contributions. The city also participates in Social Security.
• Health and Dental Insurance: The City offers the choice of HMO and PPO plans. The city pays major portion of the premium for employee and dependents depending on the health/ dental plan selected.
• Life Insurance: City-paid term life insurance policy equal to three (3) times annual salary to a maximum of $500,000.
• Disability Insurance: City-paid short-term and long-term disability insurance.
• Management Physical: Annual City-paid physical examination.
• Vacation: Twelve (12) vacation days after the first year of service; 15 days after four years, six months of service; 20 days after 19 years, six months of service.
• Executive Leave: Forty (40) hours Executive Leave per year. The City Manager has discretion to grant an additional 40 hours each year.

City contributes 1% of employee's base pay to the employee's 401(a) plan; effective September 30, 2022, the City will contribute 2% of employee's base pay to the employee's 401(a) account. Employees may opt to contribute up to the IRS annual limits as well.
• Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
• Flexible/Hybrid Work Schedule: Available (subject to City Manager approval).
• Paid Parental Leave: After six (6) months of City employment; up to 30 calendar days (160 hours) of PPL, taken in full-day increments, in connection with the birth, adoption, or foster placement of a child, up to the age of seventeen (17).
