Education and Experience : A Bachelor's Degree or higher in Finance, Accounting, Business or Public Administration, or related field, and four (4) years professional administrative, analytical or consultative experience in investment, financial or economic resources planning, or cash, debt or portfolio management, or treasury operations for government, financial services or other private organizations. Must be bondable.

Licenses and Certificates : Must attend Public Funds Investment Act training within six months of appointment.

General Purpose

Under general direction, monitor and assist in managing the activities of the division, including debt management, revenue forecasting, financial analysis, cash management, and investment programs.

Typical Duties

Assist in managing all aspects of cash flow. Involves: Forecast daily cash requirements and execute daily financial decisions. Assist in managing short-term and long-term investment strategies. Prepare and monitor cash flow forecasts and perform financial modeling. Evaluate, develop and implement cash management systems to optimize efficiencies. Assess performance benchmarks and recommend changes when needed. Evaluate long-term borrowing strategies and make recommendations in accordance with guidelines. Review and evaluate appropriate accounting procedures and processes and make recommendations for improvement in accounting procedures and processes. Manage and maintain relationships with financial service providers.

Plan, develop and implement procedures, goals and standards for establishing daily deadlines and achieving objectives. Involves: Conduct cash audits. Recommend, implement and maintain process improvements to enhance accountability and streamline operations. Investigate discrepancies and complaints. Resolve disputes. Coordinate debt service payments. Develop reports and prepare schedules. Prepare required compliance documentation. Assist departments with financial issues, programs and activities. Identify financing and funding alternatives. Provide training on investments, cash management and financing policies.

Provide administrative support to the Treasury Services Coordinator. Involves: Supervise and ensure that established deadlines are met. Provide assistance and support to attain departmental goals and objectives. Research, prepare and review reports and correspondence. Develop financial plans and coordinate financing. Maintain various detailed financial reports. Complete other financial research projects as required. Assist with technical accounting issues and other general accounting projects. Provide information and schedules for the comprehensive annual financial report and annual financial audit. Prepare bank reconciliations. Prepare and present periodic reports. Represent the department at meetings and other functions as needed.

Supervise assigned personnel. Involves: Schedule, assign, instruct guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
