This position will be located at the Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri.

The Public Drinking Water Branch’s Monitoring Section is dedicated to ensuring the quality of public drinking water for all residents and visitors to the State. • Oversee the Stage 2 Disinfectants/Disinfection Byproduct Rule as well as other inorganic, organic, and synthetic organic contaminant monitoring rules. This includes but is not limited to reviewing and approving compliance monitoring plans, making monitoring and compliance determinations for results in comparison to maximum contaminant levels, and determining monitoring schedule changes as necessary.
• Coordinate sampling for chemical contaminants collected by public water systems using the department’s Environmental Services Program laboratory or other, Missouri-certified laboratories.
• Coordinate as needed with regional office team members or other department programs and divisions to ensure compliance assistance, training, and guidance is provided to public water systems and other stakeholders.
• Generate letters using Microsoft Word mail-merge to notify public water systems of monitoring schedule changes using analysis results and contact information maintained in the Public Drinking Water Branch’s (PDWB) Safe Drinking Water Information System database.
• Coordinate with the PDWB Enforcement Section to issue violations when systems fail to meet treatment technique or monitoring requirements.
• Review laboratory invoices for accuracy and assist with data collection needed for metric development.
• Other duties as assigned. The technical nature of this position requires staying abreast of current and emerging contaminants of concern as well as coordinating other projects the PDWB may need affecting public drinking water systems. A recent example includes assisting with Missouri’s efforts to monitor and track public drinking water systems for per- and polyfluoroalkyl substances (PFAS) before becoming a regulation.

To be successful in this position, a candidate will need the following skills:

• Compliance : Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
• Computer Skills : Uses computers, software applications, databases, and automated systems to accomplish work.
• Oral and Written Communication : Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Technical Competence : Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Equivalent to those typically gained by:

• Bachelor’s degree and 0 - 4 years of relevant experience (substitutions may be considered). Preferred degree program would include the following: Environmental Science, Chemistry, Biology, Natural Resource Management, or a closely related field.
