THE OPPORTUNITY
OC Public Works has an exciting career opportunity for a Senior Environmental Resources Specialist in the OC NPDES Compliance unit within the Countywide Compliance Division of OC Environmental Resources. This position coordinates Municipal Separate Storm Sewer System (MS4) compliance programs for the Unincorporated Orange County and Orange County Flood Control District (OCFCD) jurisdictions based primarily on NPDES (National Pollutant Discharge Elimination System) permits issued from both the Santa Ana and San Diego Regional Water Quality Control Boards. The position manages the water pollution spill response program, oversees implementation and auditing of specific permit requirements across internal County departments, supervises and trains professional and technical personnel, and performs other work as required.

The Senior Environmental Resources Specialist’s job duties include, but are not limited to:

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess four (4) or more years of experience as an Environmental Resources Technician or higher with the County of Orange

OR

They must possess a bachelor’s degree (or higher) in environmental science, biological science, ecology, or a related science field. They must also have at least three (3) years of supervisory experience, and at least six (6) years of extensive knowledge and experience with one or more of the following:

RECRUITMENT PROCESS
Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After the screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Structured Oral Interview
(Weighted 100%): Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
