Description
SummaryDevelops policy and directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services by performing the following duties personally or through subordinate supervisors and employees.
Essential Duties and Responsibilities- Analyzes wage and salary reports and data to determine competitive compensation plan.
- Prepares personnel forecast to project employment needs.
- Writes directives advising department managers of company policy regarding equal employment opportunities, compensation, and employee benefits.
- Consults legal counsel to ensure that policies comply with federal and state law.
- Develops and maintains a human resources system that meets top management information needs.
- Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
- Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
- Represents management in negotiating collective bargaining agreements.
- Writes and delivers presentations to executive management or government officials regarding human resources policies and practices.
- Other duties may be assigned.
Supervisory ResponsibilitiesManages employees in the department responsible for Risk Management, Payroll, Benefits, and Compensation. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Texas Local Government Code Chapter 143 (civil service law) : Experience in a Texas Local Government Code Chapter 143 municip`ality and supporting the hiring, promotions, disciplinary actions, and appeals processes for police officers and firefighters is highly desirable.
Education and/or ExperienceBachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience. Master's degree highly preferred.
Certificates, Licenses, RegistrationsA valid Class C driver’s license with a clean driving record is required for this position. Driving is a requirement of this position. One ore more of the following certifications.
- PHR / SPHR - Professional in Human Resources / Senior Professional in Human Resources (HRCI)
- SHRM-CP / SHRM-SCP - SHRM Certified Professional / Senior Certified Professional
- PSHR - Public Sector Human Resources certification
- TMHR - Texas Municipal Human Resources certification
- TCMA - Texas Certified Municipal Administrator (a plus for broader city leadership experience)
