The Human Services Agency (HSA) is seeking Veterans Claims Officers for the County Veteran Services Office. There are currently three vacancies; office location is Oxnard, and may require travel throughout Ventura County and California.

THE POSITION
Veterans Claims Officers assist eligible veterans and their dependents/survivors in obtaining benefits under federal and state laws pertaining to Veterans affairs.

APPROXIMATE SALARIES (after General Salary Increase effective 12/21/2025)
HS Veterans Claims Officer I: $23.32 to $31.09 per hour
HS Veterans Claims Officer II: $25.95 to $34.61 per hour
HS Veterans Claims Officer III: $29.94 to $39.92 per hour

HS Veterans Claims Officer I is the entry level classification in the series. Under immediate supervision, incumbents receive close supervision and training in benefit eligibility determination. Trainees are expected to progress to the HS Veterans Claims Officer II level upon successful completion of a one-year training program and the successful completion of accreditation by the U.S. Department of Veterans Affairs.

HS Veterans Claims Officer II is the journey level classification in the series. Under general supervision, incumbents provide a full range of services to veterans and their families. HS Veterans Claims Officer II may be advanced to HS Veterans Claims Officer III upon successful completion of cross accreditation with all available Veteran Services Organizations and one year of increased case load management to include complex cases.

HS Veterans Claims Officer III is the advanced-journey level classification in the series. U nder general supervision, incumbents handle a complex caseload and provide technical guidance and mentorship.

Additionally, the ideal candidate has a Bachelor's degree and strong oral and written communication skills, including experience giving group presentations, as well as computer skills in Word, Excel, and case management systems.

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

HS Veterans Claims Officer I
Military Service: Possession of a DD form 214 or equivalent which indicates honorable service in the United States Armed Forces;
OR
two (2) years' experience which involved interviewing and gathering information from individuals in a military environment ;
OR
Possession of a Bachelor's Degree from an accredited college or university .

Substitution: Experience interviewing and gathering information from individuals in a non-military environment may be substituted for the education requirement on a year-for-year basis.

HS Veterans Claims Officer II
Bachelor's degree or possession of DD form 214 or equivalent which indicates honorable service in the United States Armed Forces AND one (1) year experience comparable to a HS Veterans Claims Officer I AND successful completion of accreditation recognized by the U.S. Department of Veterans Affairs.

HS Veterans Claims Officer III
Bachelor's degree or possession of DD form 214 or equivalent which indicates honorable service in the United States Armed Forces AND one (1) year experience comparable to a HS Veterans Claims Officer II AND successful completion of accreditation recognized by the U.S. Department of Veterans Affairs AND cross-accreditation with other Veterans Services Organizations.

Work schedules may be subject to change. Worksite reassignments may occur due to changes in facilities or other operational requirements within the business.

Work is primarily performed in an office environment but may require visits to other organizations, agencies and departments, private businesses, client homes or work locations, some locations may be unsanitary or unsafe; and will require direct meetings with the public, co-located and external program partners, and other community groups. May be exposed to sick, disabled, hostile, uncooperative, or mentally unstable clients/relatives. May be required to perform after hours work as needed.

The supplemental questionnaire may be used throughout the exam process to assist in determining qualifications for the position. APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether the stated requirements are met. Applicants meeting the stated requirements will be invited to continue to the next step in the examination process.

TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business need of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.

Applicants must obtain a score of seventy percent (70%) or higher on the exam to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

ELIGIBLE LIST: Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, and Extra-help vacancies. There are currently three (3) Regular vacancies.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

SELECTION INTERVIEW: When a position becomes available, applicants are referred to the employing department for interviews beginning with the highest scoring applicants, moving down the list from the top until the available positions are filled.

BACKGROUND INVESTIGATION: A thorough pre-employment, post offer background investigation which may include inquiry into past employment, education, criminal background information, and driving record is required for this position.
