Description
Position InformationThis recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position. The Department of Health Services has requested a
department promotional certification to fill a Client Care Manager position.
Only qualified permanent and/or probationary Department of Health Services employees on the eligible list may be eligible for referral to the department for the advertised position . The Client Care Manager (CCM) is responsible for all aspects of managing the County Behavioral Health Crisis Stabilization Unit . The CCM co-manages the unit with a second CCM with support from the Acute & Forensics Section Manager, a Patient Care Analyst, the Supervising Nurse, and a Behavioral Health Clinical Specialist. The CCM directly supervises 30 or more staff including Behavioral Health Clinicians, Client Support Specialists, and, with the Medical Director and Supervising Nurse, co-supervises Psychiatrists, Nurse Practitioners, and Registered Nurses, Licensed Vocational Nurses, and Psychiatric Technicians.
Please note: This position requires 24 hour on-call availability for one week at a time approximately every six weeks. This on-call responsibility is shared with two other CCMs in the Behavioral Health Division and three Section Managers. The CCM may be expected to work hours outside their normal schedule to help cover a shift of the same classification to maintain operational needs of the CSU, which may include providing weekend coverage.
Duties of this position include:
- Ensuring staff are properly trained and tracking completed training sessions
- Investigating safety-related incidents and taking appropriate corrective action as needed
- Providing trauma-informed clinical care for adults and youth in crisis
- Ensuring CSU beds are filled and clients have safe and timely discharges with the right level of care
- Coordinating with community partners (Emergency Departments, law enforcement, jail mental health, & mobile crisis teams in particular) to reduce barriers to crisis care and create a smooth workflow
- Authorizing hospitalizations when appropriate and finding alternatives whenever possible
- Coordinating closely with the managers of the Access Team, Hospital Liaison Team, Transitional Recovery Team, and other outpatient teams to create smooth transitions for clients and keep them connected to services
- Providing strengths-based supervision and administrative support for CSU staff
- Coordinating with DHS Human Resources on personnel actions when needed
- Completing annual performance evaluations for staff supervised
- Participating in workgroups to update existing policies and procedures
- Providing clinical supervision to clinical staff seeking licensure
- Coordinating closely with security company and temporary staffing agencies to ensure appropriate staffing and ongoing training for guards, nursing assistants, and temporary clinical and medical staff
- Transporting a client to the pharmacy, shelter, or clinic as needed
In addition to positivity, patience, empathy, and use of a trauma-informed approach, the ideal candidate will possess many of the following:
- The ability to teach and model behavioral de-escalation, motivational interviewing, and trauma-informed, recovery-oriented care
- Strengths-based supervisory skills and experience in facilitating team meetings
- Knowledge regarding provision of Medi-Cal services in a community mental health setting
- Excellent verbal and written communication skills
- The ability to use Microsoft suite products: Word, Outlook, PowerPoint, Excel, and scheduling software
- The ability to be assertive, yet diplomatic when negotiating with community partners
- Knowledge of basic business management practices including performance management
- An aptitude for conflict management and resolution
- Experience using Electronic Health Records (SmartCare preferred)
- The ability to interact with a diverse customer base and build rapport with community organizations and team members
- It is highly desired that the selected individual possess or obtain Crisis Prevention Institute (CPI) training for identification, prevention, and de-escalation of crisis situations

Minimum QualificationsExperience & Education: Any combination of experience, education, and training which would likely provide the required knowledge and abilities listed above, while meeting the legal minimum requirements established by the State of California for managing a Mental Health Program. Normally, this would include one of the following:
A psychiatrist who directs a service shall have a license as a physician and surgeon in this state and show evidence of having completed the required course of graduate psychiatric education as required and shall have two years of postdoctoral work experience in a mental health setting.
(OR)A psychologist who directs a service shall have obtained a California license as a psychologist and shall have two years of postdoctoral work experience in a mental health setting.
(OR)A clinical social worker who directs a service shall have a California license as a clinical social worker and shall have two years of postmaster’s work experience in a mental health setting.
(OR)A marriage and family therapist who directs a service shall have obtained a California license as a marriage and family therapist and shall have two years of postmaster’s work experience in a mental health setting.
(OR)A nurse shall be licensed to practice as a registered nurse by the Board of Nursing Education and Nurse Registration in this State and possess a master’s degree in psychiatric or public health nursing, and two years of nursing work experience in a mental health setting. Additional post baccalaureate nursing experience in a mental health setting may be substituted on a year-for-year basis for the educational requirement.
(AND) For any of the above types of licensure, at least one additional year of work experience in a supervisory or administrative capacity in a mental health program is required.
License: Possession of a valid State of California license to practice as a: Psychiatrist, Psychologist, Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Registered Nurse.
Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
The position advertised on this announcement requires possession of a valid California Driver’s License.
Knowledge, Skills, and AbilitiesConsiderable knowledge of: modern methods, theories, techniques, tasks, and procedures used in 24-hour mental health program; particularly public sector programs; the functions, activities and inter-relationship of County programs and the workings of County government; current developments in the related service professions and methods of informing all levels of staff of these developments; all aspects of medical terminology, program routines, procedures, equipment and facilities; Federal, State, and local rules, regulations, policies, and procedures regulating clinical programs; continuing education needs of service personnel; leadership, management, and supervisory techniques used in 24-hour programs; safety and emergency procedures.
Working knowledge of: the use, administration, and effects of medicines and narcotics;
Knowledge of: budgeting and cost containment procedures.
Ability to: direct the work of a large staff, to prepare assignment schedules, and review reports; develop and implement staffing patterns and to supervise large-scale application of both routine and complex client care situations; perform advanced clinical and administrative tasks of a 24-hour mental health program; communicate ideas effectively to individuals and groups; analyze situations accurately and adopt effective course of action; establish and maintain effective working relationships with staff, physicians, other personnel, community agencies, and educational institutions; supervise staff, program supervisors and managers; maintain appropriate records.
