Job Description:

Purpose:

Serves as Chief Audit Executive for a City Department. Oversees and directs auditing work which includes investigating, reviewing, and analyzing financial information, internal controls, operational performance, and management practices to ensure compliance with internal policies and procedures and local, state, and federal laws, statutes, and guidelines.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Develop internal audit charter
  
• Develop audit policies, procedures, and templates
  
• Develop audit methodologies
  
• Prepare and monitor budget for the internal audit unit
  
• Coach others on audit skills
  
• Coordinate with other agencies and auditors
  
• Prepare annual audit plan
  
• Prepare risk assessments of the department or specific processes to be audited
  
• Direct auditors on assigned audits and special projects
  
• Oversee fraud investigations
  
• Plan audits, including objectives, scope, and audit program
  
• Recommend improvements
  
• Review work papers, summaries, and draft audit reports
  
• Communicate audit results to auditees
  
• Approve and issue final audit reports
  
• Present audit results to audit committee and/or executive management
  
• Implement Quality Assurance and Improvement Program to ensure compliance with the International Standards for the Professional Practice of Internal Auditing
  
• Ensure that all auditors meet CPE requirements
  
• Monitor performance and resource needs of the internal audit unit
  

Responsibilities - Supervisor and/or Leadership Exercised:

• This position is responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

• Knowledge of the concepts for review and evaluation of internal control systems and auditing procedures

Minimum Qualifications:

• 4 year degree in accounting, business, social sciences, public administration, or related field
  
• 5 years relevant experience, including 3 years lead or supervisory experience
  
• Masters in related field can substitute for 1 year of experience
  

Licenses and Certifications Required:

• CIA, CGAP, CPA, or CFE required
  
• One additional audit-related certification required
  

Notes to Candidate:

This position will:

• Help drive operational excellence by strengthening controls, mitigating risks, ensuring compliance, and fostering transparency.
  
• Help Aviation build an audit program, beginning with the areas of
  highest financial risk and incorporating compliance work already
  underway.
  
• Provide audit subject matter expertise and mentor other staff in
  audit best practices so that this function can continue building on
  a strong foundation.
  
• Mitigate against financial loss in the airport expansion project and
  airport revenue programs.
  

Work Hours:

Monday - Friday
Shift may change according to departmental needs; work hours may include after hours, holidays, and weekend work.

Salary:

$85,120.00 - $109,400.00 Annually

Travel:

This position requires traveling to multiple sites as part of the regular job duties. A driving record verification will be conducted. If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
