Description
Job Location: - The office for this position is located at the Harry S. Truman State Office Building, 301 W High Street, Jefferson City, MO. 65101.
Why you’ll love this position:The procurement specialist will be responsible for purchasing technology products and services needed by state agencies to fulfill their missions. This position coordinates with multiple resources, schedules work, and prioritizes it.
- Authorization to work in the United States is a prerequisite of employment. The Office of Administration, Information Technology Services Division (ITSD) will not sponsor applicants for work visas.
- The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
This position is with the Office of Administration, Information Technology Services Division (OA-ITSD), on the Fiscal and Administrative Team.

- Communicate with agencies to determine needs. Within established guidelines, implement a proper procurement path.
- Work with Agencies and the Project Management Office or others to prepare formal & informal solicitations such as Invitation for Bids IFBs, Request for Proposal (RFPs), and Request for Quotes (RFQs). Within procurement authority, evaluate and award.
- Handle a portfolio of established contracts to monitor for renewals, terminating contracts, and amendments that may be required.
- Work with the MissouriBUYS and MissouriBUYS powered by MOVERS systems.
- Communicate with vendors regarding contractual language, agency needs, terms and conditions, license agreements, etc.
- Handle Statements of Work (SOW) acquired via established Qualified Vendor List (QVL) and Prime Vendor contracts.
- Secure competitive bids when needed.
- Provide regular status updates for contracts.
- Cross-train on all areas that are handled within the ITSD Procurement department.
- For all job responsibilities, follow Chapter 34 guidelines, as well as established standards, policies and procedures.
- Ability to communicate effectively.
- Able to become familiar with and apply Chapter 34 and Missouri's procurement rules.
- Ability to multitask and prioritize work.
- Detail-oriented.
- Previous experience with public procurement strongly preferred.
- Previous experience with Chapter 34 requirements preferred.
- Previous experience working in an IT environment preferred.
- Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.
Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant. In addition to those identified in the previous levels, Knowledge of financial resource management. Skill in coordinating procurement activities. Ability to supervise and review the activities of lower-level staff.
