This position will be domiciled at Central Office in Jefferson City. This position does require extensive traveling. Under the direction of the Facilities Director, the Emergency Management Coordinator is responsible for planning, coordinating, implementing, and maintaining a comprehensive emergency preparedness program for all Missouri Department of Corrections facilities (DAI, P&P, DORS, DHS). This includes ensuring readiness for
natural disasters, manmade threats, critical infrastructure failures, and community-scale emergencies that may impact operations.
Key Responsibilities Include : - Develop, implement, and review emergency preparedness plans for each correctional site, including mitigation, response, recovery, and continuity of operations (COOP) components.
- Ensure departmental emergency plans meet all State Regulations, Joint Commission standards, and other applicable emergency management requirements.
- Coordinate with state and local officials to share emergency incident or disaster information affecting facilities or surrounding communities.
- Conduct regular drills, full-scale exercises, tabletop scenarios, and after-action reviews (AARs).
- Maintain up-to-date utility shut-off maps, infrastructure diagrams, and facility ground maps for each site to assist in rapid response and support external agencies.
- Assess infrastructure risks, recommend improvements, and oversee emergency supply readiness (e.g., backup power, food, water, medical supplies).
- Oversee and coordinate transportation of emergency response equipment with the Heavy Equipment Depot.
- Facilitate staff training in ICS, NIMS, HSEEP, and emergency protocols; must obtain ICS 300/400 and Train-the-Trainer certification within 6 months of hire.
- Lead and/or support critical incident responses, including institutional emergencies and multi-agency coordinated efforts.
- Promote inter-agency communication protocols and maintain updated MOUs and response partnerships.
- Emphasize staff wellness and resilience before and after emergencies, including integration of CISM principles into planning.
- Perform other duties as assigned.
Minimum Qualifications:Two or more years of professional experience in emergency management, corrections-based emergency response, or public safety planning.
Preferred Qualifications: - Knowledge of emergency management phases (mitigation, preparedness, response, recovery)
- Understanding of federal and state regulations, including NIMS and HSEEP
- Skill in evaluating site-specific risks, writing emergency plans, and facilitating inter-agency cooperation
- Ability to analyze complex incidents, interpret data, and propose solutions
- Competency in building and leading multidisciplinary response teams
- Ability to travel extensively and respond to emergencies on evenings, weekends, and holidays
- Must possess a valid driver's license

- A $2.00 per hour shift differential if you are assigned to a shift that begins on or between 12:00pm (noon) and 5:00am and are employed at a 24/7 congregate care facility (i.e. institution, transition center, supervision center, or command center).
- A $0.75 per hour maximum security stipend if you work full-time at a qualifying facility.
- A $1.00 per hour restrictive housing stipend if you are assigned a regular post within a restrict housing/segregation unit at any facility.
The Department of Corrections currently offers a guaranteed 1% pay increase for every two years of continuous service up to 20 years!
