The Contra Costa County Department of Information Technology (DoIT) is excited to announce a recruitment to fill one (1) Departmental Fiscal Officer vacancy.
The Department of Information Technology supports a wide variety of IT installations throughout the County, including networking services, communications, security, hardware support, enterprise systems, application support services, and application design and development. The department is comprised of five divisions: Communications, Technical Services, Enterprise Systems, Security, and Administration.
The Fiscal Officer will work under the general direction of the Chief of Administrative Services, managing and overseeing the department’s financial operations. This pivotal role includes providing financial direction for the department, ensuring that all fiscal activities align with strategic objectives and comply with regulatory standards. The Fiscal Officer will contribute significantly to budgeting, monitoring, rate methodology, financial planning, and expenditure tracking.

What you will typically be responsible for:
- Developing and managing the department's annual budget, including preparation, analysis, and presentation of budget documents.
- Conducting monthly forecasting and variance analysis to support fiscal planning and ensure financial targets are met.
- Creating and maintaining service rate methodologies for internal billing and cost recovery.
- Monitoring and tracking expenditures across various programs to ensure alignment with budgeted allocations and funding sources.
- Managing and mentoring a team of accounting professionals, ensuring accurate reporting and adherence to deadlines.
- Producing clear, timely, and accurate financial reports for internal leadership and external partners.
- Collaborating with department leadership and program managers to support fiscal decision-making and provide excellent customer service.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Education: Possession of a baccalaureate degree from an accredited college or university with a major in business administration, public administration, accounting, economics, finance, or a closely related field.
Experience: Four (4) years of progressively responsible experience in a managerial or an accounting position performing fiscal or budgetary analysis, at least two years of which must have included responsibility for budget preparations and control.
Desirable Qualifications:- Experience in a government, public sector, or non-profit finance environment
- Prior experience managing fiscal operations for an internal service fund or IT department
- Proficiency with budgeting software (SHERPA, Workday, etc), and advanced Microsoft Excel functions
- CPA or similar professional certification
Selection Process1.
Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

Online Virtual Interview: Candidates who possess the minimum qualifications will be invited to participate in an online interview. In the oral interview, candidates must achieve an overall passing score of 70% or higher. The interview will measure candidates' competencies as they relate to the Departmental Fiscal Officer position. These may include, but are not limited to: Analyzing & Interpreting Data, Delivering Results, Innovative Problem Solving, Displaying Ownership and Accountability, Professional Integrity & Ethics, Informing, Building & Maintaining Relationships, and/or Leadership.
(Weighted 100%) The Online Assessment is tentatively scheduled to take place via computer (remotely) between August 7-13, 2025.
