Description

This position is responsible for coordination and analysis of finance activities related to ADRC, Aging, Child Support and Health & Human Service programs as well as other fiscal management assignments of the County.

Ensures the application of fiscal, billing and collections policies and procedures are consistent with County, State and Federal requirements. Reviews fiscal operations to ensure accuracy. Reports findings to Finance Director. Monitors financial activity for compliance with allowable cost policies and contractual stipulations. Notifies Finance Director of issues.Develops cost of service studies and performs comparative financial data analysis. Sets rates for providers of CCS services and County rates for allocation of costs. Assists with the development of the annual department budgets for the ADRC, Child Support, and HHS.Prepare and review general ledger activity. Prepares and reviews journal entries for necessary reclassifications, processes receivables and payables, ACH, and monitor deposits and proper handling of cash receipts.Prepares monthly, quarterly, and annual reconciliation of required County, State and Federal reports for Child Support, ADRC, Aging and HHS to general ledger.Provide daily guidance to HHS Account Technicians/Fiscal Specialist. Provides back up, training, technical information, and direction to staff regarding actions for complex issues. Maintains updated job procedures for the Department.Oversees and maintains the Financial Information process for HHS Clients.Completes monthly and year-end closing process as needed to reconcile accounts to state required contract or other oversight agency. Prepares audit/GAAP required work papers to be reviewed by external auditors.Reviews monthly expenditure report comparing budgeted expenditures to actual expenditures from financial system. Develops monthly summary analyzing result of program operations and significant variances to the budget. Reports to HHS, ADRC, and CDBG board meetings as scheduled to present financial reconciliation information and analysisCoordinates the flow of financial and statistical information between various HHS units and other County departments as needed.Assists HHS with contract management.Assist HHS as needed with new programs implementations. As lead fiscal county, provides training and guidance to ADRC Managers and staff for Rusk county. Serve as HIPAA and Records Retention Specialist county-wide, reporting to the County Administrator.Maintains Opioid Fund in the General Ledger - Budgeting, Reconciliations, & ReportingProvides financial guidance, training and technical advice to HHS staff. Completes Sub recipient audit reviews in conformance with the State and Federal guidelines. Performs Internal Auditor functions as prescribed by Wisconsin Statutes 59.23 and 59.47. Performs special project as assigned by the Finance or HHS Director.Other duties as assigned.
