Description

The Missouri Department of Social Services (DSS) seeks a System Assistant Deputy Director. This position will be based at 615 Howerton Court, Jefferson City, MO.

As the System Assistant Deputy Director, you should be an excellent communicator and leader who is responsible for supporting the CIO & System Deputy Director in managing and overseeing the Systems team in the Family Support Division including current IT projects and portfolio while ensuring smooth daily IT operations and alignment with business goals within the Family Support Division and the Department of Social Services. We’d also like you to have hands-on experience with technology planning, implementation, strategy, operations and maintenance. You should be able to manage complex Medicaid IT projects and programs. This role involves managing assisting in strategic planning, management of IT projects, and supervision of the Systems team in Family Support Division including eligibility, Genesys and future portal systems to deliver efficient technology services that enhance the lives of the citizens we serve.

Additional responsibilities include:

• Responsibilities will include assisting the CIO and System Deputy Director in managing and overseeing all aspects of the Systems Team in Family Support Division, including system management, enhancements, planning, procurement, contract management, support and maintenance activities.
• Support the work with CIO, DSS senior management and senior IT staff to develop and implement the DSS IT Strategic Vision,
• Assists in the preparation of IT strategic plans and IT budgeting as directed by the CIO and System Deputy Director,
• Supervises the FSD System team by providing leadership, guidance, and mentorship to ensure the team meets organizational goals and project deadlines,
• Leads the planning and ensures execution of IT projects and IT teams, ensuring alignment with the organization’s goals, budgets, and timelines,
• Coordinate with the Systems team to have the proper functioning and maintenance plans are in place to support the organization's IT infrastructure,
• Monitors and manages IT project budgets, resources, and vendor relationships to ensure cost-effective solutions and services,
• Assists with the establishment of new and revised department and organizational policies and
• operating procedure related to Systems,
• Leads the system to create and maintain general system documentation and instructional materials for end users,
• Oversees the disaster recovery and business continuity planning to ensure minimal disruption to
• operations in case of technology failures,
• Assists in evaluating, selecting, and deploying new technologies that support the organization’s
• objectives and enhance operational efficiency,
• Ensures compliance with data protection regulations and IT best practices,
• Stays up to date with technological trends, industry best practices, and emerging technologies to ensure the organization remains competitive and innovative,
• Evaluate and create efficiencies and processes to support the FSD Systems team success and tracking of unit IT metrics,
• Coordinates reporting on IT projects and completes special projects as assigned by CIO and System Deputy Director.
• All other duties as assigned.

Bachelor’s degree in computer science, computer science, management information systems or related field is preferred and 4-6 years of progressive experience in information technology management, experience in business analysis, data processing, project/program management, system analysis & evaluation, and design are desired. Experience in leadership or supervisory roles is essential. Demonstrated experience in relevant areas such as systems analysis, project management, cybersecurity, and network infrastructure management are desired. Familiarity with enterprise level IT systems (e.g., ERP, CRM, or cloud-based platforms) is desired. Certification in ITIL, PMP, or related IT management frameworks is desirable. Any satisfactory equivalent combination of experience and training, which ensures the ability to perform the work, may be substituted for the required experience.

• Self-starter with the ability to work independently, prioritize and get things done,
• Ability to understand the business processes and how technological solutions can support those processes, and
• Ability to create strong working relationships with vendors and staff must be developed and maintained.

• Full Time
• Overtime Eligibility: Exempt (Not Eligible)
• Working Conditions: Normal office environment. Non-standard or extended work may be required based on project needs. Some travel may be required.
