Description

The Family Support Division is seeking candidates to fill a Program Development Specialist position within the Child Support (CS) Policy Unit. This position base location will be dependent upon applicant(s) selected.

This position will perform the following duties, but not limited to:

• Assist in the overall planning, development, and administration of the child support program;

• Assist in the preparation of budget documents;

• Complete fiscal notes and bill reviews for legislation related to the child support program;

• Draft responses to inquiries from legislatures and other state and federal officials;

• Analyze federal and state laws, regulations, federal policy directives and court decisions related to the child support program;

• Developing, analyzing, revising and modifying program policy and procedures for inclusion in CS policy manual, forms, pamphlets and program plans;

• Interpret policy for field staff and others;

• Assist divisional leadership and departmental staff, as needed, in all matters related to the child support program;

• Identifying business needs for the Missouri Automated Child Support System (MACSS); reviewing testing of system changes;

• Work collaboratively with other units, divisions, departments, organizations or independently based on the scope of work assigned.

• Other duties as assigned

**Extensive travel to Jefferson City for the first six months of employment is required for training purposes and meetings. After six months of employment, moderate travel to Jefferson City to attend meetings is required. Occasional travel outside of Jefferson City for information gathering, training, workgroup meetings, presentations, etc. is also expected.**

Two or more year s of experience in a professional or technical job classification; and possession of a high school diploma or poof of high school equivalency. OR

A Bachelor’s degree from an accredited college or university; and, four or more years of professional experience providing social services; or conducting investigations or audits of social services providers, fundraising or event planning, training, relationship/partnership building, grant/contract management, or sales.

(24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)

(A Master’s degree from an accredited college or university in social or behavioral sciences, Public or Business Administration or closely related field may substitute for two years of the stated experience.)

(Additional qualifying experience may substitute year-for-year for deficiencies in the required education.)
