Description THE AGENCY The General Services Agency (GSA) is made up of Fleet Services, Facilities, Procurement, Special Services, Security and Business Support, and the Parks Department and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.
THE POSITIONUnder general supervision, performs and trains others in skilled document production functions in such areas as print production, copying, scanning, indexing, bindery, and related services.
The ideal candidate will have the ability to work effectively with customers, design staff, and graphic production staff delivering designs on-time, from concept to completion in a fast-paced environment.
The ideal candidate will have demonstrated artistic ability for design layout and style coupled with pre-press and file implementation skills, as well as excellent organizational, time management, collaboration and communication skills
EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an associate's, bachelor's, or master's degree that is not required by the classification.
DEPARTMENT/AGENCY: General Services Agency - Document Publishing Department
PAYROLL TITLE AND APPROXIMATE SALARY: Graphics Technician III: $30.89- $33.93 Hourly
Graphics Technician III is represented by the International Union of Operating Engineers, Local 501 (IUOE) and is eligible for overtime compensation.
Examples Of DutiesDuties may include but are not limited to the following:
- Use computer publishing applications and web-based document management systems to create and set up documents for view and final production.
- Use document content management systems and web-to-print applications to access and manage files and accounts to support scan workflows including indexing, version control, and synchronization with digital print systems
- Coordinate with co-workers and customers to ensure customer requirements are met.
- Set up and operate networked black and white and color digital printers/copiers to produce printed materials.
- Train subordinate staff
- When the section lead is unavailable for any reason, assists by performing tasks such as timekeeping, scheduling work, preparing customer charges, assigning work, taking inventory, ordering supplies, controlling production, repairing equipment, and keeping work areas clean and orderly
- Set up and operate a wide variety of equipment used in document finishing, including: mail inserters, envelope address printers, tabbers, cutters, staplers, paper drills, folders, wrappers, and collators.
- Prepare, scan, and index documents for electronic storage using production level scanners and document capture software.
- Clean, maintain, and perform minor repairs on a wide variety of equipment used in document production and finishing.
- Monitor equipment operation and set up service calls as necessary to ensure the proper functioning of equipment.
- May perform other Graphics Technician functions as required, including wrapping and packing of outgoing finished jobs and manual processing.
- Performs other related duties as assigned.
Typical QualificationsThese are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE Experience which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills and abilities can also be obtained by the equivalent of two (2) years of related experience.
NECESSARY SPECIAL REQUIREMENTS - Ability to kneel, crouch, squat, stoop and lift up to 50 pounds
- Ability to work in an environment with constant machine noise.
- Must possess, or be able to obtain, and maintain a current valid California driver license.
KNOWLEDGE, SKILLS, and ABILITIES Considerable knowledge of:
- Complex graphics software and equipment;
- Depending upon assignment, related document production and/or design software;
- Safety procedures; customer service practices.
Ability to:
- Effectively meet and communicate with the general public and personnel from other departments;
- Follow complicated oral and written instructions;
- Complete billing, workload, time cards, inventory records, and order supplies;
- Train others in complex graphics equipment or software;
- Complete and maintain a variety of records;
- Coordinate work processing schedules;
- Establish and maintain effective relationships with others.
DESIRED - Knowledge in Digital Printing and Offset Printing.
- Experience with Variable Data Publishing tools, often used to create mail (or e-mail) and high volume document output.
- Experience and knowledge in WordPress (or CSS and HTML syntax).
- Experience with Enterprise Content Management (ECM) workflows and web-to-print systems (WebCRD, Avanti, Freeflow)
HIGHLY DESIRED - Ability to plan, design, and create graphic art pieces: Design brochures, logos, signs, annual reports, advertisements, mail pieces and other communication materials.
- Expertise with Graphic Design software and publishing applications, including the Adobe Creative Cloud Suite: InDesign, Illustrator, Photoshop and Acrobat.
- Pre-press - experience with file set-up, pre-flighting, checking for QC and producing files for production.

ORAL EXAMINATION - 100%A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list. Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
