Description
RequirementsMOS CODES: 0673 (Marine Corps) Education and Experience : A Bachelor's degree or higher in Business Administration, Information Technology, Management Information Systems, Computer Science or a related field, and five (5) years of progressively responsible professional experience and executive leadership in the area of information technology and/or business transformation.
Licenses and Certificates: A Texas Class "C" Driver's License or equivalent issued by another state by time of appointment.
Special Requirements : Applicants for this position must pass a Criminal Justice Information Systems (CJIS) finger-print based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
General PurposeUnder general direction, oversee the operation and strategic planning of the applications department and ensures applications and software packages align with the organization’s objectives.
Typical DutiesResponsible for planning, directing, and reviewing the strategy and enterprise architecture, as well as general activities and operations of the Department of Innovation and Technology Services (DoITS). Involves: Coordinate and lead the business initiatives, and administrative tasks aligned with the City of El Paso's Strategic Plan focused on delivering outstanding services by the Enterprise Applications Division. Develop, document, implement, maintain, and enforce the comprehensive business application strategy, goals, standards, and processes directly and through subordinate supervisors, functions and sections. Provide guidance for best practices framework (ex. Information Technology Infrastructure Library (ITIL) , and Life Cycle Management) for the support and sustainability of all enterprise level software applications. Direct, oversee and participate in the development of the department work plan. Analyze department personnel, equipment and procedures and recommend and implement improvements, automation or streamlining of work activities. Direct research on potential applications solutions and technologies, implementations in support of new initiatives and opportunities with an emphasis on operational improvements. Assist in the development and monitoring of department budget.
Collaborate with business leaders and subject matter experts to develop and implement realistic short-term and long-term solutions. Involves: Develop, or participate in the development of an Enterprise Architecture. Provide significant input and influence on an Innovation Development Strategy to identify high-value opportunities for organizational innovation. Partner with the cyber security team and application development teams to proactively reduce the technological risks in the environment. Champion a culture of continuous improvement, accountability, positive team dynamics, and cross-functional collaboration.
Represent the department in a professional manner as requested by the Director. Involves: Establish and maintain relationships with stakeholders to build an applications roadmap that is responsive to the business vision, goals, and overall strategy of the organization. Attend and participate in professional groups and committees. Establish and refine goals, performance, and accountability measures to ensure staff are meeting timelines, working efficiently, and providing high levels of service delivery. Perform personnel administrative functions (e.g. recruiting, interviewing, hiring, training, supervising, evaluating, disciplining, recommending termination, providing professional development, etc.) for the purpose of maintaining adequate staffing, enhancing personnel productivity and achieving objectives within budget.
Supervise assigned staff. Involves: Schedule, assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training, and development; enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Recommend hiring, termination, transfers, discipline, and merit pay or other employee status changes.
