Description

Job Location: This position will be located at 1706 E Elm Street Jefferson City, MO 65109 Roberts Building.

Responsibilities:

1. Provide oversight for implementation of around $27,000,000 in U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Permanent Supportive Housing (Shelter Plus Care) Grants (currently 27 different grants), the Rental Assistance Program (RAP), Show Me Recovery Housing Program, Housing Liaison Program, Projects for Transition from Homelessness grant, SSI/SSDI Outreach Access and Recovery program and the Veterans Administration (VA) Grant Per Diem Program:



2. Coordinate and provide oversite to assure compliance with all HUD, SAMHSA, Veterans Administration, state and Homeless Management Information Systems (HMIS) requirements.

3. Analyze scoring metrics for annual local CoC competitions and shaping program implementation to ensure competitiveness within those metrics.

4. Create and manage databases for longitudinal information analysis on Housing Unit programs.

5. Assure that the Shelter Plus Care, Rental Assistance Program, Show Me Recovery Housing Program, PATH, Housing Liaison and HERO Operations Manuals, and all corresponding forms and instructions are current/up to date.

6.Assure Housing Center staff receive training and monitoring regarding Shelter Plus Care Operations as detailed in the Operations Manual.

7. Work with local communities and CoCs to plan housing development projects and prepare funding/grant applications when available.

8. Provide Training, Information, and Resources for all DMH customers - colleagues, clients, provider agencies and other community service agencies.

9. Supervise Housing Team (Homelessness Services Coordinator, 4 - Affordable Housing Consultants, 2 - Housing Development Officers, 1 - Housing Initiatives Specialist and 1- Housing Assistant.

10. Represent the Department of Mental Health and Housing on various committees and workgroups in a leadership and decision-making role:



Required skills:

1. Current knowledge and understanding of HUD regulations applicable to Shelter Plus Care, Supportive Housing, Section 811, Mainstream Housing, Section 8 Housing Choice Vouchers, Community Development Block Grant and SAMHSA PATH program, street outreach best practices and other housing programs available to DMH clients.

2. Working knowledge of the DMH Housing Unit Manuals for interpretation and application.

3. Knowledge of housing best practices and housing models appropriate for individuals and families served by DMH.

4. Knowledge of Access, Red Cap, Homelessness Management Information Systems including Wellsky and Caseworthy, CIMOR, DRGR , Sharefile and Microsoft Teams.

5. Knowledge of program changes at HUD, VA and SAMHSA and ability to keep Housing Team informed and trained regarding new rules and regulations.

6. Knowledge of Medicaid billing codes related to housing supports, and ability to work with DBH staff to better assist the provider community in housing.

Eligibility: A bachelor’s degree in social work, psychology, counseling, public administration or related field and 5-7 years of professional experience.

This position requires travel and overnights as necessary.
