Street Operations Pavement Manager
Description
IntroductionPerforms responsible administrative and managerial duties in maintenance management of Pavement, Technical Services, Shoulders and Drainage, Bridges, and Multi-Use Paths, or other disciplines within Street Operations in Public Works.
Anticipated starting salary may be up to mid-point depending on candidate’s experience and internal equity. Mid-point for this position is $54.10/hour. Minimum QualificationsEducation and Experience- A Bachelor's Degree from an accredited educational institution.
- Five years of experience in public works management in an engineering or maintenance operations environment.
- Must have at least one year of Lead or Supervisory experience.
- Preferred:
- Degree in Engineering, Construction Management, Business, Public Administration.
- Experience with Lucity, and Lucity pavement modeling, and ARC GIS software.
- An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.
Licensing, Certifications and Other Requirements- Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
- Obtain within six months of hire or promotion and maintain throughout tenure the Maricopa County Rule 310 Comprehensive Dust Control Training.
- Obtain within six months of hire or promotion and maintain throughout tenure the FEMA Emergency Management Institute Incident Command System (ICS) IS-00100.c and National Incident Management System (N.I.M.S.) IS-00700.b training.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment
Essential FunctionsPerforms duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
All Assignments:- Works closely with the Director to define and accomplish established strategic goals and objectives and execute successful business strategies.
- Manages and oversees the Streets/Public Works' Asset Management program.
- Performs administrative and managerial work, including preparing budgets, designing preventive maintenance programs, and automated maintenance operations systems to control and monitor maintenance costs while effectively managing equipment and employee resources.
- Performs contract administration of multiple service contracts, from development of specifications, writing Request for Proposal/Invitation For Bids (RFP/IFBs), coordination with Purchasing for solicitation, and development of award measures.
- Responds to special maintenance requests from the public and other departments.
- Establishes priorities and sets deadlines for their department.
- Issues oral and written instructions covering the work and activities of staff.

- Work is performed in a City office environment as well as field work and site visits.

- Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand, and eye movement.
