Position Overview

The Project Coordinator will serve as the primary point of contact for Austin Water (AW) regarding the entry of recorded and dedicated AW easements into the city’s system. Responsibilities include managing easement releases, rights-of-way vacations, license and encroachment agreements, and conducting easement and property research. The role also involves conducting conflict plan reviews for the Austin Utility Location and Coordination Committee ( AULCC ) to help safeguard AW infrastructure.

This position will address complex and potentially contentious issues related to plan reviews and land use, escalating them to the Supervisor and Management when necessary. The Project Coordinator will represent AW’s interests in assigned duties and meetings, ensuring adherence to AW’s conflict plan review protocols and procedures. Additionally, the role involves recommending collaborative, win-win solutions to resolve disputes and performing other duties as assigned

If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Applicants must be at least 18 years old, hold a current applicable driver’s license, and have no more than six (6) points assessed on Driver Record Evaluation ( DRE ). Please review the City of Austin Driving Standards to assess your driving record. DRE will be verified through the Department of Public Safety. Job offer is contingent upon having a driving record that meets the City’s Driver Record Evaluation Standards.

Effective October 1, 2014, all Austin Water worksite locations are tobacco-free. Use of tobacco products and/or e-cigarettes is not permitted on any AW worksite - including construction sites, parking lots, garages or in any personal vehicle located on the premises.
Pay Range
$32.23- $40.29 per hour.

1. Knowledgeable on and thoroughly seasoned with water, wastewater, and reclaim infrastructure.

2. Highly experienced with and ability to: (1) read complex engineering plans and (2) provide plan reviews to protect city assets for development (before construction).

3. Experience with water utility related property, easements, facility, and infrastructure asset management.

4. Expertly skilled in reviewing, interpreting, and plotting legal descriptions for easements, leases, real estate, etc.

5. Experience with conducting due diligence on real estate issues, easements, right-of-way, including easement releases, right-of-way vacations, and/or license and encroachment agreements as it specifically relates to water, wastewater, reclaim infrastructure

6. Skilled in using AutoCAD, MicroStation, and or ArcGIS / ArcPro (not AW Operations Web Map or municipal viewers) to create (or recreate) legal description boundaries

7. Knowledge of or ability to learn Amanda and or any city permitting software

8. Ability and experience interpreting Utility Criteria Manual(s), TCEQ (or Municipal and State or Federal Environmental Regulatory Agency), Land Development Code(s)

9. Ability to multitask and handle change of direction at any given time due to dynamic environment on AW directions

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


Communicates project and/or program information to internal and external customers. Assists in the development and monitoring of project and/or program budgets by completing assignments that may include processing a pay application or monitoring and updating the assigned project budget. Assists in the development of short- and long-range plans on projects or works on routine projects whereby techniques used are well known and present no unusual engineering problems. Assists in the development and implementation of operating policies and procedures by providing input as a team member of an established process improvement team. Ensures compliance with City and other regulatory agency requirements and policies by verifying that regulatory/permitting processes have been identified and permits or approvals acquired for assigned project. Coordinates development/reviews construction or engineering related contracts, contract documents, and Developer Agreements by reviewing preparing and processing project change orders to projects if change orders are appropriate and in compliance or applying technical quality control review. Coordinates and evaluates plans, criteria, schedules, etc. for a variety of projects, Programs, and plans or a division and/or section activities. Assists in the resolution of conflicts and difficult situations by providing supporting documentation, policies and procedures. Develops, maintains, and improves City of Austin design and construction standards. Provides technical advice and assistance.
