Requirements MOS CODE: None Education and Experience : Bachelor's Degree or higher in Business or Public Administration, Economics, Finance, Planning or a related field and six (6) years of professional experience in program or project management, performance management, development, planning, local redevelopment program, or business process improvement, including two (2) years in a management capacity.
Licenses and Certificates : Texas Class "C" Driver's License or equivalent from another state.
General PurposeUnder general direction, work with internal and external partners on behalf of the City’s Airport department to develop and maintain a long term, effective plan for a systematic redevelopment strategy for land owned by Airport and other City developments.
Typical DutiesIdentify, develop, and implement strategies and initiatives that advance the City's redevelopment strategic plan. Involves: Organize and lead multi-functional, cross-departmental teams from all levels of the organization to achieve innovative and inspiring results. Assist internal and external partners in the identification of resources necessary to support redevelopment. Plan, develop, coordinate, and administer residential, commercial and industrial redevelopment projects, particularly as tied to the availability of Airport industrial sites. Work across the organization to facilitate and improve culture of innovation, accessibility, efficiency, and accountability by utilizing available resources. Forge partnerships with community organizations, colleges and school systems that can support the research and development of current and future projects. Influence stakeholders and gather support for initiatives. Serve as a liaison and facilitator for City employees, local businesses and organizations seeking to develop new solutions to community challenges.
Plan, design, implement, evaluate and coordinate delivery of services. Involves: Analyze and research a variety of administrative and operational issues/problems/opportunities and provide sound solutions or courses of action. Analyze various sources of data to develop future development needs, formulate non-traditional approaches and solutions to problems. Determine and implement appropriate changes and improvements to ensure effective, cost-efficient solutions. Communicate the opportunity associated with these solutions. Negotiate terms to attract new Airport tenants. Provide leadership and direction for land development functions, manage all tenant attractions, retention and expansion efforts. Represent the Airport’s redevelopment interests with other local entities related to economic development and legislative initiatives. Assist and support Free Trade Zone efforts and mission. Assist with Air Service Development and grant funding opportunities. Collaborate on the development of an annual budget and monitor organization performance.
Represent the organization. Involves: Attend various meetings and conferences and interact with a wide range of officials, department directors, coworkers and the public. Advise city officials and executives in a timely manner of situations or issues that have or could lead to deviation from expected results, and recommend appropriate solutions or options.
Supervise assigned personnel. Involves: Prioritize and coordinate unit activities. Instruct, review, guide and check work. Appraise employee performance. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, terminations, transfers, disciplinary action, requests for leave, pay or merit increases or other employee status changes.
