THE POSITION

The Landfill Equipment Operator III is responsible for operating and maintaining heavy equipment, training Equipment Operator I and II’s, and may be assigned as a fill-in Landfill Lead Worker as needed. This position also involves traffic control and performing semi-skilled labor tasks. You must have experience in heavy equipment operations and be knowledgeable about specific equipment used within the department. This position requires availability for overtime, standby, and callback assignments. Other duties may be assigned as needed.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Craft/Maintenance/Institutional bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

• Operates heavy equipment including D6/D8/D9 bulldozers, scrapers, grader, compactor, roller, etc.;
• Cut, level, stop, grade and finish slopes and landfill trenches;
• Spread, cover and compact refuse;
• Operate landfill scale house;
• Grease, service, make minor repairs on equipment and perform landfill maintenance;
• May supervise and train one or more employees related to equipment operations;
• May perform temporary duties as a fill-in Landfill Lead Worker by assignment;
• Ability to readily spot objects under ambient, limited or artificial lighting;
• Perform computer data entry; and
• Operate a water truck, a knuckle-boom truck or other onsite and offsite vehicles as needed.

Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

SKILLS/ABILITIES

• Operate the types of heavy equipment ordinarily used in sanitary landfill operations;
• Follow and give oral and written directions;
• Keep accurate records and make simple reports;
• Work cooperatively with others and the public;
• Supervise and train employees as required;
• Perform heavy physical labor, including lifting 60 pounds;
• Lift, bend, stoop, walk on uneven terrain, run, climb and reach overhead;
• Push, pull, squat, twist and turn;
• Depending upon the weather, work outdoors in the heat, cold, dust, rain and sun glare;
• Stand or sit for long periods of time or work in confined spaces; and
• Work around noise, mists, fumes, vibrations, and chemicals.

KNOWLEDGE

• The use, servicing and maintenance of track-laying type tractors, bulldozers and self-loading scrapers, power graders, and of other tractor drawn attachments such as carryalls;
• Motor vehicle laws affecting equipment operation;
• Methods and techniques used in the operation of a sanitary landfill;
• Operation of scale practices, charge and cash tickets;
• General principles of supervision and safe working practices;
• Drainage and basic engineering principles of grading and elevations;
• Principles of operation of a landfill;
• Types of materials; and
• Identification of materials not accepted at landfill (hazardous).

EDUCATION/EXPERIENCE

• One year of experience as a Landfill Equipment Operator II or equivalent; AND
• Possess and maintain a valid Class C AND Class A or B California Driver's License.

DESIRABLE QUALIFICATIONS

In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.

• Solid Waste Association of North America (SWANA) certification in landfill operations; OR
• Class A or B license WITH tanker endorsement.

EXAMINATION PROCESS
