Description Be part of the strength of human relationships and community partnerships by becoming an HS Administrative Specialist III for Ventura County! WHAT WE OFFER The County of Ventura offers an attractive compensation and benefits package that includes:
- Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
- Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
- Flexible Workweek/Telework Schedule - We support work life balance by offering compressed work (e.g., 9/80 or 4/10 workweek) and remote hybrid telework schedules for most positions subject to organizational needs and satisfactory performance.
- Annual Leave Accrual - New regular, full-time employees in this classification will earn 208 hours per year, increasing to 288 hours after 5 years of service.
- Annual Leave Redemption - An employee may elect to "cash in" or redeem up to 100 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
- Health Plans-Full time employees are given a flexible credit allowance of up to $25,558 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
- Employee only - $509 per biweekly pay period
- Employee plus one dependent - $779 per biweekly pay period
- Employee plus family - $983 per biweekly pay period
- Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
- Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
- Holidays - 12 paid days per year, which includes a scheduled floating holiday.

Examples Of DutiesDuties may include, but are not limited to the following:
- Coordinates or provides specialty administrative services in the areas of fiscal, contracts management, human resources, training and development, business technology, strategic planning, policy and policy updates and other program administrative disciplines.
- Provides liaison between the agency and representatives from other public and private entities, including participation in work groups and taskforce committees to review practices of other agencies in the community and the impact these practices have. Investigates and resolves problems related to the line operation's service or contractor/vendor performance.
- Analyzes operations, trends, outcomes, processes, systems, etc. to determine and respond to changes required in policies and procedures; assists in or develops recommendations for administrative policies and procedures.
- Coordinates or participates in special project assignments as assigned by Agency management in a multitude of areas including conducting surveys, researching topics and issues, writing reports, analyzing data and preparing statistical and narrative reports.
- Performs research on a variety of topics as requested; prepares reports or position papers and makes recommendations based on research findings.
- Compiles and analyzes data to determine operational requirements, set benchmarks, and measure work performance.
- Analyzes development and training needs, researches, prepares, and presents various training programs.
- Uses and maintains a variety of records with data mining tools and statistical analysis and produces management reports using automated systems and other reference materials.
- May supervise the work of technical or clerical support staff; may be assigned to supervise subordinate specialists, analysts, or coordinators.
- Performs other related duties as assigned

Typical QualificationsThese are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE Education and progressively responsible experience related to the specific assignment which has led to the acquisition of the required knowledge, skills, and abilities of the specific assignment. The required knowledge, skills, and abilities are typically obtained by completion of a bachelor’s degree in business or public administration, human services, or closely related field and at least 4 years of responsible lead or supervisory level administrative, project management, or program administration experience in a human services field or related.
Substitution: Additional years of related program experience may be substituted for the educational requirement on a year-for-year basis.
NECESSARY SPECIAL REQUIREMENTS- Specific administrative, program, or supervisory experience may be required depending on the assignment.
- Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
WORKING CONDITIONSWorksite reassignments may occur due to changes in facilities or other operational requirements within the business.
COUNTY EMPLOYEES AS DISASTER SERVICE WORKERSWhen a disaster strikes of natural or man-made origin, Ventura County employees may be called upon to provide service to the community by assisting in emergency response efforts. This may require employees to work in other locations, different hours, and out of class. At the time of hire, all County employees will be required to sign an Oath or Affirmation of Allegiance for Disaster Service Workers and Public Employees (Sections 3102 and 3103, Government Code of California).
DESIRED- Possession of a bachelor's degree or higher in a field closely related to social/human service
- Five years or more of responsible lead or supervisory level administrative, project management, or program administration experience in a human services field or related
- Two years or more of full-scope supervisory experience within a Human Services Agency
- Work experience managing projects and leading teams or work groups to implement program operational changes
- Work experience explaining regulations and policies, and serving as a subject matter expert resource
- Work experience preparing and conducting informational or training presentations
- Demonstrated experience with contract development and oversight
- Demonstrated experience with budget preparation, administration, and monitoring
- Demonstrated experience as a strategic thinker and planner
- Demonstrated understanding and incorporation of diversity and inclusivity principles in program and policy development and leadership style
- Excellent organizational skills, project management, communication, and time management skills
- Strong connections within the community to effectively network with various sources to cultivate collaboration, outreach, and resources

ELIGIBLE LISTApplicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
