Description
The Missouri Department of Mental Health (DMH), Division of Developmental Disabilities (DD) seeks a Division Policy Manager. While it is preferable the position is located in Jefferson City, consideration is open statewide to ensure the best candidate for the position. There is an expectation of frequent and regular travel to Jefferson City for any candidate located outside of the area. This position is within the Division of DD and reports to the Director of Communications in the Division Director’s Office.
Job duties:• Create and maintain a cohesive set of policies and procedures that align with the federal and state programs operated by the division. Ensure that policies and procedures are compliant with state and federal regulations. Produce and maintain a web-based policy and procedure manual.
• Work closely with the Director of Communications and Engagement to lead communication with staff and stakeholders during policy implementation to ensure consistency in development of a strong, consistent set of policies and procedures. Develop and maintain excellent relationships with staff and stakeholders to ensure collaborative development and consistent application of policies and procedures.
• Ensure consistency in messaging across communication platforms, including email blasts, webinars and other mediums. Collaborate with subject matter experts to develop streamlined and accurate content for division-wide dissemination.
• Maintain version control of policies and procedures, including tracking the development, review and updating of policies and procedures, supporting subject matter experts throughout the division in the policy and procedure process, ensuring documentation is submitted through the approval process, and working with appropriate team members at all levels to ensure timely publication of approved documents.
• Assist Division Director as needed to provide technical expertise with regard to policy, including the review of information from federal partners and various stakeholders to determine potential impact relative to policy.
• Act as the Division representative in meetings, presentations and in written communication regarding policy. Provide technical expertise, conduct research, and collaborate with stakeholders as needed for a variety of purposes, including but not limited to development of information technology systems, grant initiatives, special projects, and department/divisional assignments. Assist with statewide trainings and special assignments as requested.
• Promote the Department and Division mission, vision, and values in all aspects of operations and service delivery.
Knowledge, Skills & Abilities:The position requires excellent verbal and written communication skills, the ability to organize and schedule multiple tasks and projects, to work closely with peers, providers, and other stakeholders, and well-developed analytical, process improvement, time management and observation skills.
Candidates should have a strong knowledge base of Medicaid home and community-based services. The position requires the ability to develop written guidance in an easily understandable format for programs with complex state and federal requirements.
Qualifications:Five or more years of professional experience in a program providing mental health, social, substance use, educational, intellectual disability/developmental disability, Medicaid, or public health services, and/or abuse/neglect investigations with responsibility for statewide, regional, and/or large-scale program planning, development, coordination or implementation.
