MO HealthNet Division has an opening for a
Program Specialist (Security) within the
Information Services Business Systems Unit located in
Cole County. Semi-monthly salary : $2,322.31
Job Location: This position is located at the
Howerton State Office Building; 615 Howerton Court, Jefferson City, MO.

Why you’ll love this position: This position will serve as the Alternate Division Security Control Officer and is responsible for collecting and reviewing security access requests from users both inside and outside of the agency to multiple state and vendor systems; on-going evaluation and monitoring of user access to these systems to ensure appropriate security levels are maintained. This position will report to and work closely with the Divisional Privacy and Information Security Officer in the design and development of privacy and security processes, procedures, and policies and assist the Divisional Privacy and Information Security Officer in the operations of the privacy and security program for the Division.
- Design and development of operational security forms and instructions.
- Assist in the maintenance of the division's security control database.
- Monitor department and division notifications, ITSD group security access notifications, and system generated reports.
- Explain MO HealthNet and Department security procedures and policies to users.
- Develop requirements for system changes related to privacy and security.
- Assist in annual privacy and security reviews, including reviews of agency business associates to ensure appropriate privacy and security safeguards are in place.
- Assist with security risk assessments of the MMIS.
- Assist with any audits related to privacy and security policies and procedures.
- Maintain a working knowledge of the HIPAA privacy and security laws and other state and federal privacy laws and assisting with analysis of any changes to those laws.
- Foster IT security awareness within the division.
- Assist with the investigation of any reported data security violations or breaches.
- Perform user maintenance tasks, including monthly reviews.
- Responsible for documentation of security access levels.
- Serve as the primary point-of-contact for Information Systems audit requests.
- Attend and actively participate in required meetings.
- Assist supervisor and with special projects as assigned.
- Develop and maintain unit process manuals.
Minimum Qualifications:Bachelor’s degree and 1-3 years of relevant experience. (Substitutions may be allowed.)
Preferred Qualifications: - Awareness of HIPAA privacy and security rules and regulations.
- Working knowledge of systems utilized by MHD staff.
- Expert written and oral communication skills.
- Expert ability to establish and maintain effective working relationships with stakeholders from all levels within multiple public and private organizations.
- Training, certification, and/or education in leadership and continuous process improvement programs (e.g. Lean Six Sigma), is preferred.
