$132,346.00/annually - $200,505.00/annually

The initial annual salary for this assignment is negotiable between $132,346.00 - $159,166.63 commensurate with education and experience.

Manager of Civil and Structural Engineering.


Current Assignment


The current vacancy is a capital funded position and may be subject to time and funding limitations.
Days off are generally Saturday & Sunday but working variable shifts including night and weekends will be required.

Incumbents in this position will receive assignments on a variety of ongoing projects, including planning, design, procurement, and engineering support during construction, operations, and maintenance of assets.

Duties and Responsibilities are, but not limited to, the following:

•Prepare complex design calculations, drawing, technical specifications and other documents independently.
•Design support during construction: design optimization, unforeseen site conditions, constructability improvements, and recommendation on construction sequencing and logistics.
•Review and assess complex project documentation such as drawings, basis of design documents, specifications, reports, calculations, and shop drawings.
•Provide review and guidance for project non-conformances and operations issues.
•Documents structural review activities in formal report, technical memoranda, Bluebeam Studio sessions, and spreadsheet-based comment lists.
•Present all findings and recommendations to project team and track implementation throughout design and construction.
•Perform site visit to document field conditions, develop detailed drawings or sketches and prepare structural assessment reports of existing structures independently.
•Assist and coordinate with Maintenance personnel to provide day-to-day support including structures repair and upgrades and asset management.
•Establish constructive and effective relationships with internal and external project team members, contractors, and customers to facilitate understanding and collaboration throughout all project phases.
•Interdisciplinary partnership to improve quality and coordination of design concepts.

Ideal incumbents will demonstrate the following skills beyond the minimum qualifications:

•Excellent in developing solutions independently, or with very minimum guidance.
•Must have design experience on a diverse array of building projects through all phases of design and construction (field and office).
•Expertise in seismic design and analysis in high seismic zones using both code-based and performance-based approach.
•Expertise in assessment and retrofit of existing buildings (ASCE 41).
•Expertise in using design software for structural analysis (ETABS, RAM, SAP2000, SAFE, etc.), general collaboration software (i.e. BlueBeam Studio) and CAD and BIM software (e.g AutoCAD, Revit, Navisworks etc.).
•Experience with peer reviews and/or due diligence studies.
•Experience with California building design codes and material specific standards.
•Knowledge of structural products and costs.
•Excellent communication skills, including the ability to make clear presentations, produce concise technical reports, and explain complex/technical issues to technical & non-technical audience.
•Continued development of expertise and awareness of innovations in the industry; demonstrable expertise in one or more specific types of structures or major components (i.e. steel, concrete, timber, high-rise cores, etc.)
•Ability to work in multidisciplinary teams.
•Ability to work during overnight and weekend.

Examples of Duties

Performs complex and advanced structural engineering duties in the preparation of structural engineering design plans and specifications for the District facilities such as stations, buildings, aerial structures, and other structures.

Performs engineering design calculations, prepares engineering design drawings and specifications, and construction cost estimates; provides design support during construction.

Inspects equipment or facility; analyzes and makes recommendations on engineering solutions for repair, modifications or maintenance.

Prepares and coordinates the preparation of construction feasibility studies and cost estimates; defines scope and develops conceptual plans; prepares structural engineering design project proposals for management review and approval.

Provides assistance in obtaining outside consultant services; schedules consultant proposal submissions; participates in evaluation of consultant proposals.

Coordinates engineering work with that of other engineering divisions and public agencies; administers control of required documentation for assigned structural engineering design project contracts.

As assigned, may participate in the selection of engineering staff; provides engineering guidance to lower level staff in their area of work including structural engineering design methods, procedures and techniques.

Reviews contractor submittals for conformance to drawings and specifications; interprets plan and specifications to construction staff; prepares design contract revisions and change orders.

Initiates and evaluates design and field engineering changes during construction; takes field measurements of completed items of work; inspects construction at substantial and final completion stages.

Prepares engineering reports, manuals and other correspondence related to work activities.

Participates in the preparation and administration of the structural engineering design program budget; submits budget recommendations; monitors expenditures.

Prepares analytical and statistical reports on operations and activities.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of structural engineering.

As assigned, conducts field inspections, site investigation and field materials testing duties.



Minimum Qualifications

Education :
Possession of a Bachelor’s degree in structural engineering or a closely related field from an accredited college or university.

Experience :
Three (3) years of (full-time equivalent) verifiable professional structural engineering experience.

License or Certificate :
Registration as a professional engineer in the State of California.

Other Requirements :
Must possess a valid California driver’s license and have a satisfactory driving record
Must be physically able to conduct field inspections and investigations as assigned

Substitution :
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
