Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

The Division: Clerk of the Board of Supervisors
The Clerk of the Board of Supervisors’ Office is a division of the County Administrator's Office and is the official record keeper of the actions taken by the Board. The Clerk provides mandated services as required by State statutes or as directed by the Board as follows:

• Clerks meetings of the Board of Supervisors, Assessment Appeals Board, special district bodies, related bodies and provides information regarding actions taken.

• Codifies the Ordinance Code, County Charter and Administrative Code.

• Receives and files claims, lawsuits and various petitions.

• Processes property tax administration matters.

• Sets other types of appeals for hearing and processing of planning matters.

• Maintains a database of the Board's appointments to County Boards/Commissions.

• Researches and drafts Board agenda letters, memoranda, reports and policies.

• Manages the department’s budget.

• Coordinates and oversees the webcasts of regular board meetings and selected Board Committee meetings.

• Directs the issuance of school and other bonds and the receiving, opening and awarding of bids for County construction projects.

The Position
This is a single position classification who is responsible for directing and administering the various activities of the Office of the Clerk of the Board of Supervisors, which maintains minutes and provides for various administrative and secretarial services for the Board and various advisory boards and commissions.This position is a key member of the County Administrator’s leadership team.Major responsibilities are identified below:

Assessment Appeals:
The Board of Supervisors ensures the equitable valuation and taxation of property in County. The Assessor determines the assessed value of property and the Treasurer-Tax Collector collects the property tax. When a property owner believes the assessed value is incorrect, the property owner can file an “Assessment Appeal” to dispute the value assigned to real and/or personal property. The Board of Supervisors appoints Assessment Appeals Board members to arbitrate disputes regarding the assessed value of property. The Clerk of the Board of Supervisors:

Provides administrative support for the Assessment Appeals Board/process.

Oversees the filing, review, processing and scheduling of appeals.

Provides staffing support to appointed members and works with the Assessor and staff to processappeals, which have potentially significant financial consequences.

The Assessment Appeals Board members and Clerk of the Board are neutral parties that operate independently of the Assessor’s Office.

Board and Committee Support,including administrative support services to many boards and committees. In this assignment, the Clerk:

Manages through support staff the development of agendas.

Prepares and posts agendas in compliance with legal requirements.

Distributes agenda packet material to committee members, staff and the public.

Attends and records meetings and prepares minutes and transmittals of committee recommendations to the Board of Supervisors.

Document Management,including the:

Supervision of the preparation, distribution, and compilation of weekly agenda, supplemental agenda,statements of proceedings, and master calendar for the Board of Supervisors and Board Committees.

Maintenance of official records of the Board, County Codes and ordinance files, as well as the retrieval of information from these records.

Receipt and processing of mail, claims against the County, and other related activities.

Review of all legal hearing notices, postings, and mailings in compliance with all legal requirements.

Supervision of the filing and processing of assessment appeal petitions and the scheduling of hearingsbeforethe Assessment Appeals Board.

Supervision of staff composing agendas, minutes, and letters of actions taken at various County commissions, Joint Power Authority Commissions, and non-profit corporations.

Maintenance of the database of the names and terms of the members of various commissions serving the County.

Research and preparation of correspondence and reports with recommendations that provide commissions with information needed for policy determination.

Preparation of press releases as directed.

Preparation of correspondence to the Board, Assessment Appeals Board, and commissions dealing with sensitive and/or controversial communications.

The Ideal Candidate:
In addition to meeting the minimum qualifications below, ideal candidates will have two years of experience responsible for administering and managing the administrative operations within a Clerk of the Board of Supervisor’s Office at an Assistant Division Manager level or higher or in a similar or related position working with elected officials, city councils or public governing bodies. Emphasis of experience should include havingacted as an-ex officio Clerk of the governing body for a county, city, other special assessment and taxing districts or a related organization, as well as strong analytical, written and oral communication skills. MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of full-time experience performing the duties of an Administrative Analyst in the Alameda County Administrator's Office in either of the following two areas or combination thereof:

I. Supervising members of a project or task force.

II. Regularly handling the most complex projects, which require unusual expertise, sensitivity of handling, and independence of judgment not normally found in most assignments.

Or

The equivalent of three years of full-time experience in the class of Administrative Analyst in Alameda County or in an equal or higher classification in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

Or II
Possession of a Bachelor's Degree from an accredited college or university; and the equivalent of four years of increasingly responsible full-time experience in a public or private organization performing duties such as management analyses and administrative surveys, including organizational, procedural, and fiscal studies requiring the preparation of reports with recommendations. Two years of this experience must include the direct supervision of professional level staff. (Four additional years of related experience may be substituted for the degree requirement.)

Or III
Possession of a Master's Degree from an accredited college or university in Public Administration, Business Administration, or a closely related field; and the equivalent of two years of increasingly responsible full-time experience in a public or private organization performing duties such as management analyses and administrative surveys; including organizational, procedural, and fiscal studies requiring the preparation of reports with recommendations. These two years of experience must also include the direct supervision of professional level staff.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process. A review of candidates’ Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process. An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises.
