Overview of PositionThe position of M365 Program Manager is responsible for leading the strategic direction, governance, and enterprise-wide adoption of Microsoft 365 applications for the City of Austin. This inaugural role will focus on aligning the M365 platform with citywide business goals to enhance collaboration, productivity, and digital transformation across departments.
Primary responsibilities include developing and executing a comprehensive M365 application strategy, overseeing implementation and training initiatives, and establishing governance models that support standardization and compliance. The Program Manager will partner closely with internal stakeholders, M365 user groups, and advisory boards to identify business use cases and lead change management efforts that drive user engagement and adoption.
In addition, the role will monitor usage trends, adoption metrics, and emerging platform features to proactively enhance M365 capabilities, while collaborating with IT teams to ensure data governance, security, and best practices are upheld.
The M365 Program Manager is expected to foster a culture of innovation and continuous improvement, serve as a liaison between business units and technology teams, and act as a trusted advisor on digital workplace solutions.
This position may be responsible for a full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
The role is remote; however, onsite presence may be required as operational needs determine and be available for on call.

Pay Range
$48.38 - $66.04
Hours
Monday - Friday: 8:00 a.m. - 5:00 p.m.

- Proven success implementing and managing organizational change initiatives, including training and engagement strategies that drive adoption of collaboration tools.
- Strong background in stakeholder engagement and facilitation, with experience working across departments to align digital tools with business needs, compliance requirements, and operational goals.
- Experience with contract and vendor management, including oversight of Microsoft 365-related services, licensing agreements, renewals, and collaboration with procurement teams to ensure alignment with strategic goals and compliance standards.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Manages and ensures successful delivery of critical and high-risk initiatives/programs. Plans and facilitates project work efforts to deliver on time, in budget, and within scope in accordance with business priorities. Reports on overall performance and progress of City-wide programs/initiatives and ensures project requirements are met. Collaborates with project managers to execute project plans and identify & coordinate resource needs. Evaluates and manages trade-offs between project size and complexity, cost, urgency, risk, and stakeholder value. Leads cross-functional meetings and foster teamwork, drive escalation and resolution of issues. Partners with stakeholders to define success metrics, and ensure effective, high-quality program and project outcomes that produce value. Tracks program status and manages program team complexities to mitigate issues & risks. Ensures programs adhere to City IT project methodology compliance standards. Ensures program execution resources collaborate and operate efficiently and effectively together to meet the program goals and objectives.

Knowledge, Skills and Abilities
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. - Knowledge of project management methodologies (for example, that of the PMI , PRINCE2 and agile approaches) and PLC stages.
- Knowledge of systems development life cycle concepts and methodologies.
- Knowledge of project planning/scheduling tools (for example, Microsoft Project and Open Workbench).
- Knowledge of emerging tools and technologies in information technology and their applications to business processes.
- Knowledge of methods and practices for defining project strategy and plan, driving continuous improvement, and defining and operationalizing project roadmaps.
- Knowledge of contract types, contract procurement and administration processes, and building proposals.
- Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements.
- Skill in risk management, performance measurement, resource management, quality assurance, planning and scheduling, budgetary, project tracking and reporting, and contract management.
