accountability. A Contract Compliance Specialist position is available with The City of Fort Worth Police Department - Procurement Section. This position will contribute to the City’s strategic goals, mission and vision by performing a variety of duties related to purchasing and the execution and monitoring of various contracts. This position will provide assistance to the Police Procurement Manager for all formal and informal bid and Request for Proposal processes. The Contract Compliance Specialist will assist the Police Procurement Manager with coordination and organization of staff and activities under a comprehensive purchasing plan.
Minimum Qualifications: - Bachelor’s degree in public administration, business administration, finance or a related field.
- Valid Texas driver’s license.
Preferred Qualifications: - Experience in public or business administration, contract management, purchasing or related fields.
- 3 years of contract and purchasing experience.
- Excellent oral and written communications skills
- Experience working with contracts/agreements
- Demonstrated problem solving skills
- Working knowledge of governmental procurement procedures
- Experience with a financial management system such as PeopleSoft
The Contract Compliance Specialist job responsibilities include: - Performs a wide variety of complex analytical duties.
- Research and analysis of previous and existing procurement contracts to maintain a comprehensive purchasing plan.
- Draft and/or revise contracts, renewals, amendments, cooperative agreements, and Memorandum of Understanding documents.
- Collaborate with other Police units, City departments, the City Attorney’s Office, and the Purchasing Division to ensure contracts meet the needs of the department.
- Ensures all contract and procurement processes and procedures are documented and updated as needed.
- Coordinates with Police Procurement Section and department subject matter experts on contractual needs and specifications.
- Receives and responds to requests for information related to Police procurement and contracts.
- Maintains the contract tracking database and updates with contract information/status; provides status information to all contract inquiries.
- Monitors contractor compliance with contract specifications; works with contractors/vendors to achieve compliance, reports any discrepancies; and makes recommendations for corrective action.
- Provides assistance in preparing Requests for Proposals for contracted services. Attends pre-bid conferences to answer questions on program requirements; evaluates proposals and makes recommendations for award.
- Provides information and assistance to other Police staff and vendors on contract rules and regulations, policies and procedures.

Working Conditions Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
Physical Demands Light Work - Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
Final candidates selected for hire in the Police Department will be subject to a criminal background, drug screen, polygraph examination, psychological exam and fingerprint check.
