Key Responsibilities:• Manage accounting services, including preparing and reviewing financial documents, tracking expenses, and ensuring accuracy of accounting databases, such as the Integrated Engineering Management System (IEMS) and the Defense Enterprise Accounting & Management System (DEAMS).
• Monitor and track budgets, including the MCA, SRM, O&M, and MILCON, to ensure compliance with state and federal regulations.
• Prepare and submit budget proposals, financial reports, and other special funding reports as required, including the annual budget and financial plan.
• Coordinate with base accounting offices to ensure timely payment of invoices and advance deposits, and to reconcile accounts monthly and verify expenditure balances with state and federal accounting comptrollers.
• Provide administrative support, including preparing purchase orders, managing bid records, and maintaining correspondence and reference files, to ensure compliance with state and federal regulations.
• Serve as liaison between state employees and the Office of the Adjutant General, preparing and submitting required paperwork for personnel issues and Workmen's Compensation injuries.
Accounting and Budgeting:
• Review and verify financial documents for accuracy and completeness, including DD Form 406, Miscellaneous Obligation Record Document (MORD) information, and invoices for Master Cooperative Agreements (MCA).
• Reconcile accounts monthly and verify expenditure balances with state and federal accounting comptrollers, including the State of Missouri and Department of Defense.
• Track cyclical, seasonal, and regular spending patterns to provide historical data for future budget planning, using databases, spreadsheets, reports, and graphs to portray annual and historical expenditure and consumption patterns.
• Develop and maintain databases, spreadsheets, reports, and graphs to track and analyze expenses, including the IEMS database program.
Compliance and Administration:• Ensure compliance with state and federal regulations, including the DEAMS, the Miscellaneous Payment Process, and the Defense Utility Energy Report System (DUERS) report.
• Maintain accurate and up-to-date records, including the Resource Advisor (RA) file, bid record files, and correspondence and reference files.
Personnel and Administrative Support:• Prepare and submit required paperwork for personnel issues, including hiring, termination, and changes, using the SAM II HR data system.
• Prepare and submit required paperwork for Workmen's Compensation injuries.
• Track compensatory time earned and prepare AGMO Form 16.
• Coordinate with the Real Property Manager to ensure accuracy of facility information.
Additional Responsibilities:• Perform other duties as assigned, including responsibilities that may be added, deleted, or changed with notice by the 131st Civil Engineer Squadron.
• Comply with all state and office standard operating procedures.
• Provide technical guidance and support to the BCE, FM, and other personnel as required.
Reporting Relationships:• Reports to the 131st Civil Engineer Squadron Base Civil Engineer (BCE) and Facility Manager (FM) for guidance and supervision.
Works closely with the Base Accounting Office, the Office of the Adjutant General, and other state and federal agencies to ensure compliance with regulations and to resolve any issues or concerns.
Minimum Qualifications • Knowledge of the principles and practices of office management and/or supervision; ability to mentor, coach, and develop skills of staff. (Note this is not a direct supervisory position.)
• Knowledge of a variety of support service functions, and rules and regulations related to those areas; ability to oversee and coordinate support operations to attain work objectives.
• Knowledge of or ability to work with Microsoft Excel and Word, as well as be able to travel approximately once per year for additional training.
Preferred Qualifications • 4-6 years of relevant experience or a Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)
• Ability to coordinate with Missouri National Guard Headquarters and the Air National Guard headquarters financial and human resources staff.
• Business acumen and documentation skills to forecast and track financial resource requirements.
