Description
Position DescriptionThe Public Works Department is recruiting for an Assistant Division Manager in the Facilities Management Division to oversee the Real Property team. We are seeking an experienced candidate with demonstrated strong customer service and leadership skills, as well as a commitment to high performance, excellence and efficiency.
Under the direction of the Facilities Division Manager, the Assistant Division Manager is responsible for managing the Real Property teams for both General Government and Tacoma Public Utilities in support of our internal customers assisting them with managing roughly 1,300 properties in five (5) counties (Pierce, Mason, King, Lewis, and Thurston.) The Assistant Division Manager oversees the teams responsible for managing all rights-of-way and properties within the Tacoma City limits and all Tacoma Public Utility properties in their service area, which includes the five (5) counties mentioned above.
The work group currently consists of nineteen (19) professional staff members, eight (8) located at Tacoma Public Utilities and eleven (11) located in the Tacoma Municipal Building supporting General government and are comprised of both represented and non-represented staff.
The work group, at a high level, provides professional, high-quality services in property management, acquisition, disposition, research, right-of-way, utility corridors and complex permit oversight for large capital projects, complex leases and appraisals.

- Lead and manage staff, assignments, workload projections, projects, programs, and develop and implement project delivery processes and strategies.
- Supervise staff in coordinating and managing projects, obtaining and reviewing title and environmental reports, property research, establishing just compensation and market valuations, reviewing and approving right-of-way and development plans.
- Ability to draft and review legal descriptions and transactional documents such as deeds, leases, easements, permits, offer packages, purchase and sale agreements, and interagency agreements.
- Knowledge of WSDOT certification for City right-of-way projects (LAG Manual), including ensuring the City is in accordance with the Uniform Relocation Assistance and Real Property Acquisitions Act (URA).
- Organize and direct communication and presentations to City leaders, elected officials, stakeholders, and other groups.
- Prepare, analyze, and monitor budgets for the Real Property team.
Qualifications Minimum Education* Bachelor's degree in planning, engineering , business or public administration or directly related field.
Minimum Experience* 6 years of experience in a Real Property related field, including 1 year prior at senior, lead or supervisory level.
*Equivalency: 1 year of experience = 1 year of education
LICENSES, CERTIFICATES AND OTHER REQUIREMENTSValid Washington State driver's license
DESIRED QUALIFICATIONS:International Right of Way Certifications such as RWA, RWP, or SR/WA
Juris Doctor is desired but
not required
Experience managing state, county, and local government and/or utility properties and corridors is highly desired.

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
