REPORTING RELATIONSHIP:

Reports to: Director of Information Systems

Supervises the following positions: Professional, technical, and administrative support staff.

DEFINITION : Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of an assigned division within the Information Systems Department; areas of responsibility include, but are not limited to, technology operating systems, infrastructure, unified communications, hardware, software and security; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Director of Information Systems in areas of expertise; and performs related work as required.

Essential Functions

EXAMPLES OF TYPICAL JOB FUNCTIONS :
Plans, manages, and oversees the daily functions, operations, and activities of an assigned division within the Information Systems Department; manages projects which include the design and deployment of new technology systems and services; monitors performance of assigned systems to determine cost effectiveness and productivity levels; makes recommendations for improvements to hardware, software, and security systems to support the District’s diverse and complex operations.Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement. Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding. Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with District specifications and service quality. Develops information system standards and policies; designs and implements computer, network and applications technologies that provide cost effective solutions and support the achievement of current and long-term goals and objectives within general policy guidelines. Oversees and monitors system performance for functionality, integrity and reliability and makes recommendations for enhanced performance. Minimum Qualifications

MINIMUM QUALIFICATIONS :

Education: Bachelor’s degree from an accredited college or university with major coursework in computer science, information technology, or a related field.

Experience: Five (5) years of progressively responsible experience in the design, implementation and management of technology systems and applications. Two (2) years in project management or supervisory capacity .
