The Contra Costa Health Department (CCH) is seeking to fill one (1) Deputy Director position to oversee and direct all Contra Costa Health Facilities and Capital projects.

Under the general direction of the Health Services Director, this position provides administrative oversight of all Health Services facilities and capital projects. Leads a team of facility directors and provides guidance on major construction, renovation, and expansion projects, and works with architects, engineers, and contractors to meet budget, timeline, and operational needs. Additionally, the incumbent develop and manage budgets for facilities and capital investments, aligning infrastructure planning with Contra Costa Health short-term and long-term goals.

Minimum Qualifications

License Required: Candidates must possess a valid California Motor Vehicle Operator's License. Out of state valid Motor Vehicle Operator's License will be accepted during the application process

Education: Possession of a Master's degree from an accredited college or university with a major in Public Health, Business or Public Administration, Social or Behavioral Sciences, Health Sciences, Social Work, or a closely related field. Position assigned to Health Finance requires a Master’s degree from an accredited college or university with a major in Business, Finance or Accounting or a closely related field. Position assigned to Facilities Management and Capital Projects requires a Master’s degree from an accredited college or university with a major in architecture, engineering, business management or administration, or a closely related field.

Experience: Five (5) years of full-time (or the equivalent of full-time) professional management experience in a health or human services agency, at least three (3) years of which must have been in an executive-level position within a large diverse program or public agency providing health or human services to the public or professional management experience in budget analysis/development, finance management or facilities management and capital project planning in a health or human services public agency providing supervision to professional staff.

Required certification when assigned to Finance: Possession and maintenance of a valid Certified Public Accountant (CPA) issued by the State of California, OR a Certified Health Financial Professional (CHFP) issued by the Healthcare Financial Management Association (HFMA), OR a Certified Government Financial Manager (CGFM) issued by the Association of Government Accountants, OR a Certified Public Finance Officer (CPFO) issued by the Government Finance Officer’s Association.

Substitution for Education: The qualifying Master’s degree may be substituted with both:
Possession of a Bachelor's degree from an accredited college or university in Public Health, Business or Public Administration, Social or Behavioral Sciences, Health Sciences, Social Work, Finance, Accounting, Architecture, Engineering, Construction/Project Management, Urban Planning, or Facilities Management, andA minimum of three (3) additional years of relevant work experience, with at least two (2) years in an executive-level role within a large, diverse program or public agency providing health or human services to the public.

A copy of the required professional accounting certification must be provided at time of application.
