Job Description Summary:

J efferson County is seeking a professional with proven experience in affordable housing including development, policy, land use planning and federal programs. This position will support Jefferson County in its commitment to implementing the strategies outlined in the 15-Year Housing Plan, and the Proposition 123 Goals.

The Affordable Housing Coordinator works collaboratively with both the Human Services and Development & Transportation Departments to oversee joint initiatives and align housing policies and processes with the Comprehensive Plan, the 15-Year Housing Plan, the Housing Blueprint, the 5-Year Consolidated Plan, and other County and municipality objectives .

Schedule:

This position is a h y b r id role, in office on occasion handling in-person meetings. It is full time , 40 hours/week role, on either a four or five day work week.

Please note that this is a 2 year grant fun ded position.

Compensation:

Hiring Range:$ 89,366, - $93,880 USD Annually

Essential Duties:

• Develop and implement system for expedited review of all affordable housing projects as defined by Proposition 123. May include the recommendation and adoption of new technologies , tracking systems and inter-department coordination.

• Oversee recommended regulatory changes in land use, permitting, zoning or code to increase the supply of affordable housing.

• Act as an affordable housing liaison between departments and the community to advance affordable housing projects by attending meetings, hearings, etc.

• Manage the application and expedited review of affordable housing projects, including those identified through the Planning & Zoning Division, and those seeking HOME Investment Partnership and/or Community Development Block Grant funds, to ensure expedited review of applications, permits, etc.

• Examine current stock of existing owned inventory and make recommendations for potential affordable housing project s . This includes County inventory as well as other public partners (school district, state, RTD, etc.)

• Examine current stock of naturally occurring affordable housing in the County and make recommendations for potential acquisition or preservation.

• Create County-wide database to list and track affordable housing, including annual affordable housing growth and metrics.

• Research and lead efforts to apply for additional funding opportunities.

• Develop next steps and implement system for continuing community engagement and participation in furthering affordable housing objectives .

• Represent the Departments and the County in activities and meetings with relevant stakeholders, including speaking and presenting at public meetings.

Minimum Qualification s :
• Bachelor's degree in Planning , Public Administration, Real Estate, or related field
• A minimum of five (5) years experience in a field with housing related experience
• Or any equivalent combination of education and experience

Preferred Knowledge, Skills and Abilities :
• Public speaking skills and experience communicating with internal staff, external agencies, Planning Commission, Board of County Commissioners and community members
• Ability to persuasively present a case to the Planning Commission and the Board
• Writing skills and ability to review reports and plans with attention to detail and provide feedback to other staff and applicants
• Ability to collaborate with a diverse set of stakeholders
• Strong understanding of Federal/ State/ Local government policies
• Independent critical thinking and analysis dem onstrating initiative, innovation, and resiliency
• Strong time management and prioritization skills .
