Description

The Position

OPEN/PROMOTIONAL EXAMINATION - ONE YEAR PROBATION PERIOD

Under general supervision, this mid-management working supervisor position assigns, directs, and assists in highly skilled mechanical maintenance and repair work of the power generating units and auxiliaries.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with the highest level of customer service and ethical standards.

Supervises the maintenance crews in the repair of steam power plant equipment, gas turbines, heat recovery boilers, and methane power plant equipment.

Directs proper procedures to be taken in repair functions, machine work, installation of new equipment, and checks completed work.

Prepares reports for records of maintenance work scheduled and performed on gas turbines and related equipment, inventories, and spare parts.

Requisitions replacement parts and maintenance supplies.

Directs employee compliance with Industrial Safety Orders of the State of California and O.S.H.A. rules and regulations.

Reviews employee's job performance and effectively recommends personnel action.

Performs tests, inspections, and vibration analysis to make prime determinations regarding maintenance and repair procedures.

Directs the training of the Power Plant Mechanic Apprentices.

Fills the position of Maintenance Supervisor in his/her absence.

May drive on City business as necessary.

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Minimum Requirements

Experience
Four years of experience as a journeyman mechanic in equipment maintenance and repair in a power plant with training on gas turbines and methane gas engines.

Education/Training

Graduation from high school or attainment of a State Board of Education issued certificate of proficiency, or a GED certificate, CHSPE certificate, HiSET certificate, or CPP certificate.

License(s)/Certification(s)
Valid Class C California driver's license.

Knowledge, Skills & Abilities
Knowledge of:
Basic principles and functions of steam electric generating units, gas turbine generating units, methane gas engine units and auxiliary equipment.
Relevant safety laws impacting the maintenance of power plants.

Ability to:
Provide exceptional customer service to all employees and vendors.
Effectively supervise subordinates.
Establish and maintain smooth and effective working relationships and resolve interpersonal conflicts.
Foster a teamwork environment.
Lift tools and equipment of the trade up to fifty pounds for up to fifty feet.
Model and practice the highest standards of ethical conduct.
Read, write, communicate effectively, and comprehend directions in English.
Review and evaluate employees' job performance.

Initiate, recommend, and carry out personnel actions.
Work overtime as requested or required.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Selection Process

EVALUATION OF APPLICATION: Submitted application will be reviewed to ensure applicants meet the minimum requirements. The top 12 most qualified applicants will be invited to participate in the selection process.

ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position.

Candidates must achieve a minimum score of 70.00% on the oral interview in order to be placed on the eligible list.

TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge, and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting.
