DescriptionExciting Career OpportunityThe Real Estate Division of the Administrative Services Department is seeking a dynamic, critical thinker to serve as a Management Analyst or Senior Management Analyst. This role provides a broad range of real estate services citywide, including, but not limited to, evaluating, negotiating, and preparing agreements for the acquisition, disposition, and leasing of property for public use and improvement projects such as utility facilities, parks, museums, and community centers.
In this role, the Real Estate Analyst will collaborate with City departments to assess real estate needs and develop effective solutions. Working closely with the Real Property Manager, this position aims to optimize the use of City properties to maximize both financial and non-financial benefits. Key responsibilities include tracking the performance of the City's real estate assets, fostering strong relationships with stakeholders, and negotiating and drafting contracts. The ideal candidate will effectively manage multiple assignments, enhance the City’s real estate policies and processes, and have a solid understanding of departmental functions and priorities.

The DepartmentThe City of Palo Alto Administrative Services Department (ASD) provides proactive financial and analytical support to City departments and decision-makers, ensuring the optimal use of City resources. ASD is dedicated to delivering excellent customer service to decision-makers, the public, employees, and City departments. The department offers analytical, organizational, and administrative support for a diverse range of projects, responsibly recording, monitoring, and protecting City assets. Additionally, ASD provides essential financial management and forecasting reports and prepares presentations for various committees and the City Council. Depending on the applicant's qualifications, the position will be filled at the appropriate level and salary of either: Management Analyst: $48.62 - $72.93/hour or
Senior Management Analyst: $56.72 - $85.08 per hour

Schedule: Enjoy a hybrid 9/80 work schedule (with every other Friday off) and up to 2 remote days per week.
Essential DutiesEssential and other important responsibilities and duties may include but are not limited to following, depending on assigned operations and functional areas: Management Analyst - Manages real estate studies and projects, including setting up contracts, establishing and monitoring timelines, preparing requests for proposals, selecting consultants, ensuring compliance with applicable regulations, specifications, and/or requirements; monitoring project budgets, tracking projects, preparing related reports, and performing other related duties. May serve as a project lead.
- Provides professional - level staff assistance and preliminary analysis of routine policies involving the Real Estate Division, including procedures, finance, and services.
- Serves as a technical resource for City information in real estate.
- Prepares a variety of analytical reports on operations and activities within the Real Estate Division.
- Assists with budget preparation and administration, including preparing cost estimates for budget recommendations.

Duties for the Senior Management Analyst are distinguished from the Management Analyst by the level of independent judgment exercised in project management and program oversight.
Senior Management Analyst - Performs project and policy analysis, including conducting research, identifying and raising pertinent issues, summarizing findings; presenting results, and administering programs.
- Manages real estate studies and projects, including contract administration, establishing and monitoring timelines, preparing requests for proposals, selecting consultants, ensuring compliance with applicable regulations, specifications, preparing related reports; and, performing other related duties.
- Represents the Real Estate Division with external, community-based organizations at meetings, public events, committees, and other related engagements.
- Manages, coordinates and administers real estate projects, including publicizing projects, monitoring budget, and preparing reports to Executive Staff, Boards and Commissions or City Council.
- Negotiates, prepares, and administers contracts.

Minimum QualificationsSufficient education, training, and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through: Management Analyst
- Bachelor's degree in a related field and three years of professional experience in public or business administration, public affairs, or a related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Senior Management Analyst
- Bachelor's Degree in a related field and five years of professional experience in public or business administration, public affairs, or a related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
