Department Information
The Probation Department is a law enforcement agency within the County of Monterey, with 5 major divisions: 4 operational divisions (Adult, Juvenile, Juvenile Hall, and Youth Center), and one infrastructure division, Administration, which includes Finance, Personnel, Training, Grants and Contracts, and Technology. The Department has about 300 permanent positions (with the majority being sworn officers), in addition to temporary staff and interns. Probation is a fast-paced environment which requires excellent customer services skills, personal initiative, adaptive thinking, strong ethics and commitment while maintaining a sense of family and camaraderie.
Position Summary
Under general direction, the Assistant Chief Probation Officer assists with the management, administration, direction, and supervision of County Probation Department functions, activities, and programs. In addition, the incumbent coordinates the work of the adult and juvenile functions of the Department, and acts for the Chief probation Officer in the Chief's absence and when delegated to do so.

The ideal candidate will possess a blend of leadership, managerial, and interpersonal skills, as well as a deep understanding of probation practices. The candidate will have a proven track record of identifying issues within probation practices and implementing innovative solutions that result in sustained organizational change and improved outcomes. The successful candidate will also have experience managing and supervising staff, fostering collaboration, and ensuring accountability.
Examples of DutiesMay directly supervise an Administrative Assistant, all Probation Division Directors, the Business Technology Analyst, Management Analysts, and the Associate Personnel AnalystServes as the Department Hiring Authority and approves final offers of employment Provides administrative oversight of the Department Personnel and Administrative processes. Manages department personnel issuesConducts or oversees all internal investigations, violations of policy/procedure and recommends appropriate action to the Chief Probation Officer Responsible for disciplinary actions up to and including terminations of employmentCoordinates all personnel issues with Personnel and County Counsel and advises the Chief Probation Officer of final action if it involves matters of discipline, change in policy, or new programs Hears appeals and grievances Responds to citizen complaints. Thorough Knowledge of: Principles of adult and juvenile probation and rehabilitation Adult and juvenile criminal justice systems relating to probation Federal and State laws, regulations and procedures affecting probation, detention and rehabilitation programs Superior, Municipal and Juvenile Court Procedures involving probation matters Community needs, and public and private community resources
Skill and Ability to: Communicate orally and in writing, to effectively present ideas, facts, recommendations, and financial/statistical reportsPlan, organize, and coordinate the work of subordinate staffTrain, supervise and evaluate subordinate staffEstablish and maintain effective working relationships with other county departments, public officials, public and private agencies, community groups and the general public
Examples of Experience/Education/Training Minimum Qualifications The knowledge, skills and abilities listed above may be acquired through various types of training, education or experience. A typical way to acquire the required knowledge and skills is listed below:
Education:
Graduation from an accredited college or university or equivalent institution, with a bachelor's degree in Administration of Justice, the Behavioral or Social Sciences, Criminology, Public or Business Administration or a closely related field.
AND
Experience:
At least four years of progressively responsible experience in probation work, including three years of professional supervisory, administrative or management experience.
Additional Information Licenses/Certificates: Must possess a valid Class C California Driver's License and a good driving record at the time of appointment.
Must meet Government Code 1029, 1029.1, 1031 (minimum standards for peace officers) and Penal Code 830.5 shall apply. Appointees must possess a PC-832 certificate and, obtain within one year of employment, a Standards and Training for Corrections (S.T.C.) Manager/Administrator certificate.
Conditions of Employment: The required conditions of employment include, but are not limited to the following:
- Satisfactorily meet the standards of Monterey County Probation Department Hiring Authority in the following: Background Investigation, Pre-employment Drug and Alcohol Test, Physical Agility Test, and Psychological Evaluation
- Work flexible hours, including shift work, weekends and holidays as required by assignment
- Wear a uniform, carry a firearm and use officer safety equipment as required by assignment
- Possess and maintain a valid California Class C Driver’s license or the ability to provide suitable transportation that is approved by the appointing authority
- Obtain a Peace Officer Standards and training (P.O.S.T) certification in Laws of Arrest within one year of appointment.
- Successfully complete, as demonstrated by satisfactory level of proficiency or relevant achievement tests, the Probation Officer Core Course in Standards and Training for Corrections Program within one year from date of appointment.
Probation Officer positions have Peace Officer status, and the following requirements in
Government Code 1029, 1029.1, 1031 and Penal Code 830.5 shall apply. Please note:

- Must be at least 21 years of age.
- High School diploma or GED (average standard score of 45, with no score less than 35).
- No felony convictions.
