The City of Long Beach Health and Human Services Department has one (1) opening for a full-time Public Health Professional III to serve as the Early Childhood Mental Health Clinician in the Collective Impact Bureau.

Reporting to the Resource Connections Division Officer and working closely with both the Early Childhood Strategic Initiatives Program Manager (Community Program Specialist IV) and the Mental Health Program Manager (Public Health Professional III) this position will be responsible for the implementation and daily operations of the newly created Early Childhood Mental Health Program. This position will be responsible for the administrative duties related to the newly awarded grant that is making this program possible while also acting as a Field Instructor for Social Work interns who will provide mental health consultation to providers, parents and children. This position along with the team of MSW interns will provide mental health services in early childhood institutions such as preschools, daycares, and nurseries throughout the community, in neighborhoods that demonstrate the most need, due to lack of access to early childhood mental health consultation services and the most children demonstrating behavioral and mental health difficulties. In addition, this position will help inform the Early Childhood Strategic Initiatives Program on emerging mental health trends to inform the community workshops and sessions ECSI provides on topics such as early development, access to resources, self-care options and more, throughout Long Beach.

EXAMPLES OF DUTIES

• Support daily operations of the Early Childhood Mental Health program.
• Establish rapport with child care providers whose students are experiencing behavioral challenges, developmental delays or mental health crisis.
• Develop structure for the Early Childhood Mental Health program including: clinical intern training which would include best practices related to early childhood behavioral interventions, early childhood development, case management, data collection, crisis response, etc.
• Overseeing the administrative duties related to supervising graduate interns.
• Provide weekly individual supervision and ongoing case conferencing to support graduate interns.
• Participate in regular planning meetings with the Early Childhood Strategic Initiatives Program team and Mental Health Project Manager.
• Conduct classroom observations to assess classroom culture, daily routines, parent, staff and peer relationships, transitions, challenging behaviors and use findings to support staff, child and family.
• Create and facilitate comprehensive evaluations and screenings around client function, support network, housing stability, mental health (using tools such as Ages and Stages Questionnaire).
• Provide intervention to assist with mental health or behavioral crisis as they arise, including with situations related to mandated reporting and any suspected child abuse while adhering to any applicable laws and regulations.
• Develop and facilitate supportive practices for the Early Childhood Mental Health interns to reduce experiences of compassion fatigue and secondary trauma.
• Develop and/or facilitate trainings and workshops on a range of early childhood mental health topics for consultation, such as typical development, social and emotional skills, problem solving, and preventing or managing challenging behaviors through co-regulation skills.
• Partner with community partners, including LBUSD, Harbor Regional Center and social service providers, to provide referrals for ongoing service.
• Support the Early Childhood Strategic Initiatives Program Manager in the development of trauma-informed, equitable policies and protocols that ensure effective and culturally-relevant care centered on young children.
• Develop a mental health consultation model that is strength-based, culturally-affirming, and trauma-informed.
• Conduct consistent and ongoing consultation meetings/conversations, observations, assessments, and other consultative/therapeutic activities.
• Other duties as assigned, including special tasks involved in responding to an emergency event.

REQUIREMENTS TO FILE

EDUCATION:

• Master’s Degree in Social Work, Early Education, Public Health, Social Justice or a closely related field. (*proof required).
• A valid license in California with Board of Behavioral Sciences as a Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Counselor, or a Licensed Psychologist. (*proof required).
• A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel.

EXPERIENCE:

• A minimum of one (1) year of full-time professional experience working with children in mental health settings, public health or human services related programs focused on vulnerable populations.

DESIRABLE QUALIFICATIONS

• Two years of professional experience working with children in mental health settings, public health or human services related programs focused on vulnerable populations.
• Experience working with children ages 0-5 years and families.
• Knowledge of local early childhood landscape (Long Beach).
• Experience supervising graduate-level interns.
• Bilingual skills in English, Spanish, Khmer, or Tagalog.
