DESCRIPTION

The City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified, at-will, full-time Community Program Specialist V (CPS V) in the Homeless Services Bureau. Reporting to the Homeless Services Administrative Operations Officer, this position will oversee the administration, implementation, management and operation of the Long Beach Continuum of Care (CoC), as well as the supervision of staff responsible for requesting, receiving, administering, and implementing CoC funding and programming. This position collaborates to coordinate and lead strategic planning, community engagement and policy development processes for the Long Beach Homeless Services Bureau (HSB), the Long Beach Continuum of Care and Long Beach Coordinated Entry System. The position provides policy guidance, programmatic oversight, and management of processes to align homeless funding priorities and initiatives with community needs and HSB’s mission, vision, and values by guiding community assessments and advising the CoC on strategies and program effectiveness, utilizing evidence-based research and evaluation.

The CPS V will provide support to HSB and Long Beach CoC in the administration, planning, and development of recommendations and requests for funding, as well as grant and funder agreements for programs and services, designed to end homelessness in the Long Beach CoC. The CPS V will play a key role in HSB’s funding processes, supporting HSB in its annual funding cycles, to ensure sufficient and timely funding is available to HSB, its programs, and subrecipients; to centralize, standardize, and streamline communication between HSB, its governing bodies (CoC Board, CoC General Membership, Homeless Services Advisory Committee, Advisory Board with Lived Experience), and CoC funders for the presentation and negotiation of proposals, recommendations, and requests for funding; to centralize, standardize, prepare, and submit recommendations and requests for funding; to negotiate and develop scopes of work for grant and funder agreements; to support HSB with negotiating and implementing efficiencies in the funding that is issued to HSB; to streamline funding categories and components; to support external alignment of HSB’s funders, as well as supporting internal alignment of funder recommendations/requests, funder agreements, and subrecipient agreements.
