Description

- One full-time permanent position at either the Code Enforcement Inspector I or II level
- One Time Limited full-time position at either the Code Enforcement Inspector I or II level Time-Limited position that is currently funded through April 30, 2028

Code Enforcement Inspectors As an experienced Code Enforcement Inspector II with County of Sonoma, you will be responsible for preparing detailed and complex reports, providing correspondence involving code violations, and preparing and maintaining case files regarding enforcement functions. Code Enforcement Inspectors calculate and impose civil penalties and, review permits and submitted plans, to resolve complex violations. This position works independently resolving complaints, with a partner when working on investigations , and with a team for warrant services.
Code Enforcement Inspector II's are experienced in interpreting and explaining county codes, ordinances, and abatement regulations, have a thorough knowledge and understanding of issuing notices of violations, preparing written reports and, stipulated administrative abatement orders, and recording abatement liens. In addition, you will:
- Research and analyze county records, property history, files, and maps
- Present complex enforcement cases at administrative hearings, and attend abatement and other public hearings
- Interpret and explain complex county codes, ordinances, and abatement regulations
- Conduct field investigations
- Research file data and identify code violations
- Resolve complaints and offer solutions to property owners with violations
- Facilitate permit process coordination
- Investigate complaints related to cannabis compliance, construction projects without permits, substandard housing, dangerous buildings, grading and drainage violations, zoning and land use violations, installation and repair of sewage disposal systems, failing sewage disposal systems, and water well installations
Working Conditions This position requires a valid class C driver's license, wearing logo polos, vests, jackets, hats, and, at times, ballistic armor vests which are provided by the department. Working in various weather conditions, hours may vary, and include days, evenings, weekends, and holidays.
The Ideal Candidates The ideal candidates will have experience demonstrating their natural ability to stay composed in frustrating and challenging situations, that require strong inter-personal skills, and a solution driven mindset. They will also possess many of the following:
- A seasoned background in general construction, plumbing, electrical, HVAC, or law enforcement
- Experience identifying hazardous conditions and potentially hostile encounters
- Experience with cannabis cultivation, production, and distribution
- Strong analytical, problem-solving, and writing skills to ensure violations are resolved within county code compliance
- The ability to work well with a diverse customer base across cultural differences and socio-economic backgrounds
- Experience with warrants and investigative report writing
- Experience with court procedure, direct examination and cross examination is beneficial, but not required
- Basic (English/Spanish) bilingual skills are desirable, but not required

Normally, two years of experience performing duties involving code enforcement including at least one year equivalent to a Code Enforcement Inspector I with the County of Sonoma, or three years in building, zoning and land use, or environmental health inspection in a governmental agency would provide such opportunity.
Education: Any combination of education and training that would provide the opportunity to acquire the knowledge and abilities listed. Normally, course work in code enforcement, zoning, land use regulations, investigative techniques and methods, construction and/or building inspection, public health, planning, environmental studies, or related courses would provide such opportunity.
Certifications: Possession of PC 832 Powers of Arrest (POST Certified) is required within one year of appointment.
In accordance with California Health and Safety Code, Section 18949.25-18949.31, possession of a Code Enforcement Certification from an approved and accredited organization upon appointment, or obtained within one year of appointment.
Possession of a certification in a closely related field other than Code Enforcement is desirable.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Knowledge, Skills, and AbilitiesWorking knowledge of: the permit process necessary to coordinate and facilitate violators in the permit process; procedures, methods and techniques used in investigations and enforcement utilizing appropriate legal requirements and constraints; County codes, ordinances, and regulations pertaining to building construction, substandard and dangerous buildings, grading and drainage, zoning and land use, health, housing, sewage disposal systems and water wells; general knowledge of the County permit process; purpose, principles and practices of code enforcement and abatement procedures; the principles and techniques involved in mediation and conflict resolution; business English, spelling, grammar and basic report writing; interviewing principles and techniques; courtroom demeanor; the use of electronic information equipment and specific systems as used within the department.
